+ t <br /> Page <br /> Mr. Golub asked the Finance Committee's position regarding <br /> contracts? What position they would like to take in regard to <br /> review of them? It was Mr. Golub's opinion that the Torn was <br /> setting a bad precedent giving raises when asking departments to <br /> cut budgets. Mr. Gallo reminded the Committee that it has been his <br /> belief that a Finance Committee member should sit in on contract <br /> negotiations. Mr 4. Goggin asked what the Committee should be or not <br /> be doingil Mr, Golub suggested requesting copies of communications <br /> between the Executive Secretary and Department Meads 'involved, and <br /> Mr. Whr itenour's intentions with regard to salaries over and above <br /> the budgeted amount. Mr. Goggin felt that the Committee should be <br /> involved in the forefront of negotiations to discuss strategies <br /> with the Executive Secretary and the labor lawyers. Mr. Goggin <br /> felt that. a letter may be appropriate to the Board of Selectmen <br /> indicating that the Committee felt they might be setting a bad <br /> precedent with the raise for Mr. Whritenour by The Finance <br /> Committee also did not fully comprehend the Police Chief's <br /> contract. Mr. Goggin asked the secretary to write to Judy Mills, <br /> Chairman, Board of Selectmen and request a copy of the contract for• <br /> the Executive Secretary and the Police Chief. <br /> Mr. Golub asked if the Finance Committee should be keeping score on <br /> the actions of the Board of selectmen? Ms. King responded yes if <br /> it has to do with Town finances. Mr, Ferriday asked that the <br /> Committee ask the Board of selectmen to critically review the Long <br /> Range Plan and respond to whether they buy into it or not. If they <br /> agree with the Plan then they would be agreeing. to 'live within our <br /> means" . Mr. Goggin believed that the Long Range Flan was lived by <br /> last year. Ms. King suggested a joint meeting with the Board of <br /> Selectmen to have then vote before it goes to press. The Committee <br /> agreed that it may never get to press. Mr, Goggin asked the <br /> secretary to do just as Mr. Ferriday stated, write to Judy Mills, <br /> Chairman and give each selectman a copy of the Long Range Plan. <br /> Have them review the Plan and decide whether or not they agree with <br /> it and then stick to it. <br /> Mr. Goggin felt that the Committee should concur as to what should <br /> be placed in the newspaper. Ms. King indicated that it was her <br /> intention to publish the Long Range Flan and also the Education <br /> figure they were recommending, she also mentioned again that she <br /> would stress that an override would be unnecessary. <br /> The Committee agreed to adjourn at PM. The next scheduled <br /> meeting will be on Tuesday, January 17, 1995 at PM. Minutes <br /> were respectfully submitted by Jean M. Looney, Recording secretary. <br />
