Mr, Goggin felt it was an <br /> excellent committee and they would now be roving forward the plan <br /> for buying at the October Town Meeting, <br /> Capital Committee <br /> Mr, Golub explained that fir, Whritenour was appointed chairman. <br /> They spent much time discussing the fire station, and whether it <br /> should be outside 2 1/2, Ir. Golub felt that they would first <br /> request funding for architectural plans before- final requests for <br /> the building itself. He stated that Chief Baker gave thea a list <br /> of everything that is wrong. The Capitol Committee is facing <br /> requests of 1/2 million with only a $300,000 bucket.. He <br /> mentioned that one ether issue was that the Finance Committee <br /> should review the $200,000 available in the unspent Capital <br /> Projects Account. Nor. Goggin stated that funds left over from <br /> previous projects should revert back into the general fund. The <br /> Finance Committee needs to figure out which funds can cone back and <br /> then they can prepare a capital improvement budget. Mr. Goggin <br /> asked if that $200,000 should be used to fund some part of the <br /> capital improvement? John Ferriday stated that the Capital Account <br /> would be a good repository account in which to place left over <br /> capital funds from previously completed projects. Mr. Bacigalupi <br /> stated that a new Capital Account was created at Town Meeting with <br /> $200,000 appropriated for that Account. Mr, Goggin mentioned that <br /> it should be checked out. He was sure that the Account was formed, <br /> but unsure whether it was funded or not. <br /> Budget Process <br /> Mr. Golub asked the resolution process.
