w <br /> AS PEE FINANCE COMMITTEE MEETING MINUTES <br /> FEBRUARY 13, 1995 <br /> MEETING COMMENCED AT : 0PM <br /> Finance Committee Members present: Darn Goggin, chairman; Marcia <br /> King, viceChairman; Sid Golub;' John Ferriday and Denise Sullivan. <br /> Tony Gallo and Juan Bacigalupi were unable to attend. <br /> Invited Guests - Marilyn Farren, Personnel Administrator- <br /> - Joseph Dellgala, Personnel Chairman <br /> Please mote for the record that the taping of this meeting is for <br /> the transcription of the Minutes only. Once the Minutes are <br /> approved, the tapes will be reused. <br /> Personnel Department Budget F9 <br /> The Finance Committee discussed the Personnel Department's F 9 <br /> budget with Ms. Farren and Mr, Del.l.agala. Certain questions asked <br /> were in regard to salary increases, the Board Secretary Account, <br /> consulting and training. <br /> Ms, Farren informed the Committee of a $10,000 increase in <br /> salaries. She is requesting that her part time clerk become a full <br /> time clerk. Ms. Farren explained that her department needs to be <br /> staffed at all. times. Ms. Farren is very busy during normal <br /> business hours with the Personnel Board and taking minutes for <br /> their meetings, She is away from the office and feels there should <br /> be a full time person in the office. Presently the part timer is <br /> part time floating clerk position. There is also another <br /> floating clerk that helps other departments. Ms. King asked about <br /> the possibility of job sharing and whether or not Ms. Farren could <br /> utilize two part timers, rather than paying a full timer benefits. <br /> Ms. Farren wasn't sure that this was a good idea. <br /> Nis. Farren informed the Committee that the Personnel Departments <br /> requesting $37 ,055 for their Board Secretary Account. $25,936 was <br /> appropriated for FY95 F95and $18, 213 has been spent as of February <br /> 10th. The Committee reviewed the list of boards and committees <br /> which utilize a recording secretary. Ms. Farren also brought to <br /> their attention that the Personnel. Board met 45 times this year and <br /> that they were requesting a recording secretary, Currently Ms. <br /> Farren is typing the Minutes, but feels that it would be cheaper to <br /> hire a board secretary so that she could do her own work and not do <br /> the Minutes. A new recording secretary would be paid much less <br /> than Ms. Farren per hour. <br /> Ids. Farren mentioned that the consultants expected to have <br /> completed their project in approximately 12 weeks. They have thus <br /> far sent out questionnaires to Town employees and have been meeting <br /> and interviewing department heads. Mr. Golub asked if this <br /> consultant was hired to review job classification? Ms. Farren <br />
