i <br /> MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> FEBRUARY 28, 1995 <br /> MEETING COMMENCED AT PM <br /> Finance Committee members present: Dan Coggin, Chairman; Marcia <br /> King, vice chairman; Juan Baoigalupi; Sid Golub; John Ferriday <br /> and Tony Gallo, Denise Sullivan was unable to attend. <br /> Invited Guests - David Bailey, Assessors' Office <br /> Janes Long, Council on Aging <br /> Please note for the record that the taping of this meeting is for <br /> the transcription of the Minutes only. once the Minutes are <br /> approved, the tapes will be reused. <br /> Minutes <br /> Please note that the Minutes of February 14th and February 21st <br /> will be voted on at the n xt scheduled meeting. <br /> Assessors' FY96 Budget Discussion <br /> Mr, Bailey was asked to give a brief history of the Assessor's <br /> Department, Nr, Bailey indicated that FY96 will be a revaluation <br /> year for the Town. This occurs every three years. He also <br /> mentioned that during the last revaluation most of the work had <br /> been done in house. However, this year the office plans to send <br /> out an RFP for commercial evaluation and hire an hourly consultant <br /> for residential evaluation, It cost $451000 to complete the <br /> revaluation in F 9 . There was an excess of $101000 of that money <br /> which was used to purchase soft arFe a Mr, Bailey expects that it <br /> will cost in the $45,000 range this year also. Mr. Goggin asked <br /> r. Bailey's opinion of whether properties in Town were ging up or <br /> down? Mr, Bailey answered that in certain sections property has <br /> increased dramatically, for example in water oriented subdivisions. <br /> Mir* Goggin mentioned that six years ago there was also an outside <br /> firm used. Mr, Bailey answered that this was so, due to property <br /> doubling at that time. Ir. Bailey was hired at the heels of that <br /> revaluation. <br /> Mr, Goggin asked how many employees worked in the Assessors' <br /> Office? Nr. Bailey answered there are six employees who report to <br /> the Board of Assessors. Mr. Bailey indicated that his of f ice is <br /> trying their best to keep staffing low, He explained that due to <br /> the software that they are currently using, they will not need to <br /> hire a replacement for the part time employee who is retiring. Mr. <br /> Bailer was using this as an experiment to see if the work can b <br /> done without hiring another employee, lir. Bailey felt that more <br /> office automation may be needed at some point in. the future, <br /> i <br /> The Committee asked why the communication line item had increased <br /> so much? Pyr.
