MASHPEE AFFORDABLE HOUSING COMMITTEE MINUTES <br /> December 5, 2006 <br /> PRESENT: Zella Elizenberry, Cynthia Green, Julius Rosales, Alice Lopes, Marty Henry, John <br /> Paone, Charlotte Garron <br /> GUEST: Debra Battles <br /> Meeting called to order at 7:15prT) <br /> The minutes were approved with amendments. <br /> ADMINISTRATIVE <br /> Action Item: Zella to invite the representative from McShane Builders to update the Main <br /> Street project at February 5 meeting. <br /> Action Item: Members need to email Charlotte concerns to discuss with MsShane Builders <br /> Representative. <br /> Action Item: Zella to write a letter to John Cahalane regarding any registrations and <br /> approval for John to represent the Town of Mashpee on the Home Consortium. <br /> Action Item: :tohn to draft a letter to the ZBA regarding this committee being able to <br /> periodically meet with builders regarding status of affordable projects as they are being built <br /> and the committee will update the ZBA all concerns/issues. <br /> Action Item: Alice to look further into other town's timeline policies. <br /> Action Item: Zella to submit to Joyce Mason, the Town Manager, the 2005 Affordable <br /> Housing Plan approved by the state of Massachusetts for. the Town of Mashpee as <br /> replacement of the housing portion of the Town of Mashpee Comprehensive Plan from 1998 <br /> OLD BUSINESS <br /> • The committee is waiting for the end of the grace period regarding the Land Trust <br /> representative appointment. <br /> John's only concern regarding approval to represent the Town of Mashpee for the Cape <br /> Cod Home Consortium is if his appointment is sanctioned by the town (i.e. Selectmen). <br /> • Mashpee Woods has been approved by DHCH. They are not on the ZBA's schedule as <br /> of yet. The only concerns regarding this project are the Fire Chief's concerns regarding <br /> fire alarms and excess roads, which are standard requirements. All agree that there is no <br /> significant change to the plans that the committee could see. <br /> • Marty asked when do the affordable housing units get added to the town's percentage. It <br /> was explained that it is done once there is occupancy. Julius inquired if the town would <br /> stop after meeting ten percent goal, There was not a definitive answer, All agreed it <br /> would be wise not to stop because town population is always growing. However, if the <br /> town continued to build affordable units after meeting the requirement, the town would <br /> have more flexibility in approving or refusing certain projects. It is speculated that the <br /> town is at around three percent, which is low around the cape. There really isn't much <br /> land available to build on. <br /> • There does not seem to be any problems regarding Job's Fishing/Mashpee Commons <br /> because every phase has been forecasted. There is also a review process that has been <br /> established to protect them and the town. They will also not be penalized if one <br /> affordable unit is not built or occupied. A copy of this committee's timeline <br /> recommendations has been circulated to the committee's legal council, Doug Soars, and <br /> Bob Nelson. <br />
