Town of Mashpee
16 Great Neck Road North
" E cti Mashpee, Massachusetts 02649
BOARD OF HEALTH - PUBLIC SESSION MEETING
Mashpee Town Hall -- Board of Health Office
Minutes of the Meeting of June 28, 2018
Board Members Present: Member Absent: Also Present:
Brian Baumgaertel, Chair Mallory Langler, Clerk Glen Harrington, Health Agent
Laurel Almquist, Co-Chair
Chair Brian Baumgaertel called the meeting to order at 7:01 PM.
APPOINTMENTS
7:15 PM—Title V Variance—28 East Road.
Glen Harrington stated that the proposed septic repair plan has been provided to replace a failed cesspool
with a Title V system. The proposed septic system includes a two compartment septic tank/pump
chamber, an H-20 d-box and three 500-gallon concrete chambers which will service the existing two
bedroom dwelling. One variance has been requested which is for the proposed septic tank to the eastern
property line. Mr. Harrington has reviewed the plan and made his comments to the engineer. They
included the fact that the dwelling was a two bedroom per the floor plans, so the design flow should
reference two bedrooms not three, a stripout inspection is required to be performed by the BOH,and the
septic tank must have a minimum capacity of 1000 gallons. Mr. Harrington stated he sent the Title V
reference for that, and did receive a revised plan per those comments. He further stated that 31 Park
Road was the only direct abutter that was affected, and the owner of record had been notified as required
by Title V. Mr. Harrington recommended that the board approve the septic variance with the following
conditions: 1)that a strip-out inspection of the proposed SAS be performed by a health agent; 2)that the
design flow reference two bedrooms, and 3) that the septic tank be specified as a 1,000 gallon minimum
capacity.
Dan Ojala, PE, PLS, Down Cape Engineering, introduced himself. Mr. Ojala indicated that all of Mr.
Harrington's comments had been addressed. He stated that the variance is simply the tank to the sideline,
and that the exact relief is 10'to 5.8 on the sideline.
Mr, Harrington stated that, at the time of the stripout inspection, they would like to check the
groundwater. He indicated that they did not hit groundwater at 11 feet, which was surprising.
There being no further questions or discussion, Laurel Almquist made a Motion to approve the Title V site
plan and septic variance with the condition that a stripout inspection of the, proposed soil absorption
system be performed by a Health Agent, with a reference to the June 28, 2018 revision date on the plan.
Motion seconded by Brian Baumgaertel. VOTE: Unanimous (2-0).
1
