7:20 PM--Title V Variance—47 Bearse Road. <br /> Glen Harrington stated that the proposed septic repair plan has been provided to replace a failed soil <br /> absorption system due to distance to GW during a property transfer inspection. The proposed septic <br /> system includes a 500-gallon pump chamber, an H-10 (needs to be H-20) d-box and six Cultec C-4 low <br /> profile plastic chambers which will service the existing three bedroom dwelling. One variance has been <br /> requested which is for the proposed soil absorption system to be installed four feet to GW in lieu of the <br /> required 5 feet. I have reviewed the plan and made my comments to the engineer. They included the <br /> removal of the existing SAS rather than the in-place abandonment, a correction to General Note#14 and <br /> the d-box to be H-20 rated...add "not" as a property line survey or flood elevation, etc. Mr. Harrington <br /> recommended that the board approve the Title V variance as presented. <br /> Peter McEntee, PE, Engineering Works, stated it has been his experience with mounded systems that, <br /> when using an H-20 d-box, the covers are so thick they are almost resting at the ground surface. He <br /> requested the use of an H-10 or H-20 without the thick cover so that it doesn't present a freezing problem <br /> in the winter. Mr. Harrington stated his concern that the H-10 d-boxes do not last and the Town requires <br /> H-20 for all new installations, but suggested a liquid sealer could be used to waterproof the H-10 in this <br /> case. Mr. McEntee agreed and indicated his intention to submit a revised plan with those changes. <br /> A Motion was made by Laurel Almquist to approve the septic variance for 47 Bearse Road, to include <br /> removal of the existing soil absorption system. Motion seconded by Brian Baumgaertel. VOTE: <br /> Unanimous(2-0). <br /> Mr. Harrington asked if the Board wanted to approve the requested variance for use of an H-10 d-box in <br /> lieu of an H-20, provided a revised plan was submitted. <br /> Ms. Almquist made a revised Motion to include the additional variance for use of an H-10 d-box, to be <br /> included in the revised plan. Motion seconded by Mr. Baumgaertel. <br /> Mr. Harrington asked that the Motion be further revised to state that the d-box be sealed to ensure water <br /> tightness. <br /> There being no further questions or discussion, Laurel Almquist made a second revised Motion to approve <br /> variance relief for 47 Bearse Road, to include removal of the present soil absorption system and also to <br /> have a revised plan submitted with a variance for an H-10 d-box which will be sealed and waterproofed. <br /> Motion seconded by Brian Baumgaertel. VOTE: Unanimous (2-0). <br /> 7:25 PM—2018 Food Service Permit: Laurentide at Mashpee Commons--64 Great Neck Road South. <br /> Glen Harrington stated that this request is for a new assisted living/memory-care facility on Great Neck <br /> Road South to obtain a food establishment permit to serve food to the occupants. He advised the board <br /> that several preliminary inspections have been performed to monitor progress,and that Ernie Virgilio had <br /> been overseeing construction and acting as liaison to the Town. The floor plan was reviewed by staff <br /> during the building permit process. Mr. Harrington recommended that the board approve the 2018 food <br /> establishment permit with the condition that a final inspection be performed by a health agent. <br /> Samantha Lavoie, Resident Dining Director, was present at the meeting. Mr. Baumgaertel inquired about <br /> the official opening date of the facility, and Ms. Lavoie stated it was tentatively set for August 1, 2018. <br /> 2 <br />
