6
Board of Selectmen
Minutes
August 27, 2018
APPOINTMENTS & HEARINGS
Mashpee Housing; Authority:
Executive Director Leila Botsford; Housing Authority Chair Fran LaPorte: (continued)
In reviewing the quarterly report for the Housing Assistance Program dated July 18, 2018 which represents
finances from April-June 2018, the Board of Selectmen requested a breakdown of the $1,620.96 in
Management Fees during this time period as to the percentage disbursement over the quarterly period, the type
of work being done and the amount of hours. Clarification was also requested regarding the payment of funds
to the Barnstable County Sheriff's Office and to Falmouth District Court.
The Board of Selectmen also requested an enhancement of the quarterly report to include the success of this
program in meeting the program objectives. There is no indication as to the number of participants, and how
long residents have been receiving assistance. This program was intended to be a temporary assistance
program, and not a long term program. Additional questions include; program objectives, turn-over rates, and
how well the program is able to address the temporary need in two, six and ten months, as well as receiving
information regarding the residents, and if they been able to move forward or is the town just providing
assistance to those who cannot afford to live in Mashpee.
Town Manager Rodney C. Collins indicated since the audit report there has been discussions with the
Mashpee Housing Authority that have been mutually agreed upon. All the information the Town is now
receiving is what legally can be provided. There is a clear listing of management fees and a breakdown of
invoices. Town Manager Collins indicated it was pleasurable communicating and collaborating with Mr.
LaPorte. Mr. LaPorte indicated he would review the allocation of CFC funding in hopes to move forward in a
cooperative manner.
COMMUNICATIONS & CORRESPONDENCE
Cell Tower Hearing
Town Manager Rodney C. Collins publically announced the Cape Cod Commission Hearing on the Wireless
Monopole Cell Tower/Mashpee Fire Station 42, 101 Red Brook Road, Mashpee scheduled to be held on
September 5, 2018 at 5:30 p.m. at the Mashpee Public Library.
The project proposed to construct a 150' tall wireless communications monopole with appurtenant equipment
and supporting site improvements proposed within a 100' x 100' leased area on land owned by the Town of
Mashpee at Mashpee Fire Station##2. Written comments may be submitted to the Cape Cod Commission.
Santuit Pond—Water Quality:
The Board of Selectmen was noted to have received a letter regarding the water quality of Santuit Pond.
It was agreed the matter would be discussed at a subsequent meeting, and the Board would issue a thoughtful
response to the recipient.
