Rullo elated August 16, 2018 relative to the entry <br /> level selection process successfully completed and monitored by the Department of Human Resources. <br /> Town Manager Rodney C. Collins indicated that all policies and procedures have been adhered to with <br /> respect to the Town's Hiring Policy. <br /> Motion made by Selectman Gottlieb to certify and confirm the appointment of Firefighter/Paramedic <br /> Brian Lee to the Mashpce Fire Department. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 4-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Gottlieb,yes Selectman O'Hara,yes <br /> Selectman Cotton,yes Opposed,none <br /> Discussion of Implementing a Water Qualily Improvement Plan: <br /> In July, Dr. Brian Howes updated the Selectmen on the Water Quality Monitoring Plan. Water quality <br /> monitoring has continued to show Mashpee's estuaries are among the worst on Cape Cod. In considering <br /> supplemental efforts for clean water, it was determined the Board would further analyze cost projections for <br /> traditional clean water management and bring forth a finance plan to the voters at the October Town Meeting. <br /> Many towns have taken action to begin the implementation of the Comprehensive Wastewater Management <br /> Plan. It is proposed the Board initiate the first phase, the design and construction of a treatment plant at <br /> the Transfer Station and related sewers to advance the clean-up of the Popponesset Bay system. Recent <br /> engineering costs for design, engineering and construction of facilities to implement Phase I were obtained <br /> from GHD in the amount of$36,850 million. Cape Cod Commission mitigation in the amount of$450,000 <br /> would fund the initial preliminary design of Site 4 WWTF. An article on the May 2019 Town Meeting warrant <br /> if supported would seek $2.4 million, the balance of the final design for the Phase I WWTF and collection <br /> system. <br /> Revenue sources for wastewater implementation was outlined in a memorandum dated August 22, 2018 from <br /> Selectman Gottlieb to the Board of Selectmen. Available resources include but are not limited to, the use of <br /> local option hotel/motel and short term rental taxes, the use of betterments, the establishment of rates and <br /> charges for users of the system, the 3% infrastructure surcharge authorized by state Iaw, 0% SRF loans, 25% <br /> principal forgiveness authorized by current state law, the state earmark of $3,25 million for wastewater <br /> infrastructure in Mashpce, and expiring debt service to create a plan that would reduce funding required for a <br /> debt exclusion to fund the construction. <br />
