O'Hara, Selectman John J. Cotton <br /> Town Manager Rodney C. Collins <br /> Assistant Town Manager Wayne E. Taylor <br /> Meeting Called to Order by Chairman Sherman at 6:30 p.m. <br /> Mashpee Town Hall, Waquoit Meeting Room <br /> APPOINTMENTS & HEARINGS <br /> Public Comment: <br /> John Lynch presented a petition to the Board of Selectmen regarding Article#16, Raze & Replace <br /> proposed to clarify under the Bylaw, the ability of the Zoning Board of Appeals to review and evaluate <br /> existing homes to be torn down and rebuilt which may or may not meet the requirements under the <br /> existing Zoning Bylaws, Mr. Lynch indicated there is no opposition to the Raze &Replace Article, but <br /> there are troublesome pieces that may become difficult and open to litigation. This article was requested <br /> to be tabled as well as Articles 418 and#19 regarding Continuance; Extensions and Alterations and <br /> Setbacks from Water and Wetlands. Mr. Lynch stated the current proposals were developed hastily and <br /> requested deferral for further community input and study. <br /> Mary Waygan, Chair of the Planning Board 'indicated she attended the Selectmen's August 27, 2018 <br /> meeting and commented briefly regarding proposed amendments to the Zoning Bylaws. Ms. Waygan in <br /> her memorandum of September 7, 2018 indicated her comments were not meant to be supporting or in <br /> opposition to the proposed amendments, but rather as comments to point out any serious defects or to <br /> highlight acute disagreements. In closing Ms. Waygan requested the Board disregard Attachment#2 <br /> relative to the Raze & Replace article. The Planning Board has scheduled a Public Hearing on the warrant <br /> articles on Thursday, September 27, 2018. <br />
