MASHPEE COMMUNITY GARDEN ADVISORY COMMITTEE (MCGAC) <br /> MEETING MINUTES <br /> SEPTEMBER 26, 2418 - 7.00 P.M. <br /> MASHPEE TOWN HALL <br /> Present: Virginia Scharfenberg, Pamela McCarthy, Mohamad Fand, Michael Talbot, <br /> Anthony Oliver, Irene Checkovich, Stephanie Simpson <br /> Call to Order <br /> Chairman Virginia Scharfenberg opened the meeting at 7:00 p.m. <br /> Minutes August 15, 2018 <br /> Motion: Michael Talbot moved to approve the minutes of August 15, 2018, seconded by Irene <br /> Checkovich. Vote unanimous 7-0 <br /> COMMUNICATIONS & CORRESPONDENCE <br /> REPORTS <br /> Report on Community Garden work days of 8119118, 8125118 <br /> Anthony Oliver reported the work days at the gardens went well. Weeding was done and he planted <br /> some plants. At this time, nothing major has to be done. Michael Talbot noted the pathways presented <br /> a more difficult problem and they ended up cutting most of the weeds down and he sent an email to <br /> Wayne Taylor to have DPW remove the weed pile. <br /> Report on Meetings with the Mashpee Historical Commission <br /> Michael Talbot stated part of the committee's mandate is to meet with the Mashpee Historical <br /> Commission who have jurisdiction over that land. They are working on a plan to expand the whole <br /> area. Pant of the phase has already been approved. He said they met with representatives from the <br /> Historic Commission and walked the site and talked about the fencing, the security, the beds which are <br /> small, paths oversized, and path surfacing was high maintenance. He referred to the sketch he <br /> distributed which was a redesign of the garden. He said the new garden could have redesigned beds, <br /> improved soil, new pathway system which would have to be done through major funding efforts. He <br /> said the Historical Commission was very much in favor of this and in support of our efforts to rebuild <br /> the community garden. He said the one issue the Historic District Commission is concerned with is the <br /> fencing. He reviewed the fencing proposed on a sketch he provided. He said in order to fund this we <br /> would need to get a design in place and an application to the CPC by November 1 which could then be <br /> on the May Town Meeting. The money would be available in July which means we could garden in <br /> the present garden for another year and rebuild the garden in the fall and winter of next year in time for <br /> the 2020 season which would be easier to maintain. There was a lengthy discussion on the design <br /> phase of the garden and the Historical Commission's plans. There was also a discussion on the fencing <br /> and the installation of security cameras. The concern from some of the members is they wanted to see <br /> an official vote from the Historical Commission of what their plans are for the site. Soil enhancement <br /> was also discussed and some suggestions were adding compost plus breaking up the soil. Michael <br /> Talbot announced MEC has committed $1,000 to the Community Gardens to get them started. He <br /> 1 <br />
