There being no further discussion or questions, Laurel Almquist made a Motion to approve the
Title V Variance at 11 Ash Street with the following conditions: 1)the shed be relocated back onto
the owner's property to meet the 5' building setback, and 2) the property line be staked in the
field prior to system installation. Motion seconded by Brian Baumgaertel. VOTE: Unanimous (2-
0).
4. Request for Dog Kennel License: 46 Nicoletta's Way, Unit 10.
The applicant, Christi McKeen, was present to answer questions.
Glen Harrington advised the board members that the Board of Health does not actually issue
Kennel Licenses. He stated that this request is for board approval and comment to the Site Plan
Review Committee and to the Town Clerk who issues the kennel license. There is a current doggy
daycare in the same building. This business will be a dog training facility but boarding is requested
on occasion.
Ms. McKeen indicated that she is not requesting to have an overnight doggy daycare facility, but
stated that she has clients who request a board-while-training situation, and she would like to be
able to accommodate that. She stated that dogs will never be outside the facility unattended and
that, if she does get a barking or reactive dog, she plans to have that dog back for a private one-
on-one session or to work with the dog somewhere in the community.
Mr. Harrington confirmed with Ms. McKeen that, when the facility is being used to board animals,
employees would not be permitted to sleep or reside at the operation. Trainers can work with
the dogs and oversee them throughout the night, but no cots would be allowed due to it being a
commercial space.
Ms. McKeen asked if the electricity would need to be on for the inspections, and Mr. Harrington
stated that Building/Fire would want to see lighted Exit signs, so the power would have to be on.
He also stated that there would need to be running water. Ms. McKeen closed by thanking
everyone present, and applauded Mashpee for being the best and easiest town to work with.
There being no further discussion or questions, Laurel Almquist made a Motion to approve the
request for Kennel License at 46 Nicoletta's Way, Unit 10, provided no employees sleep or reside
at the operation. Motion seconded by Brian Baumgaertel. VOTE: Unanimous (2-0).
5. Review and Approve FY 2020 Health Department Budget.
Mr. Harrington stated that the budget was straightforward. He briefly explained each line item,
along with any adjustments.
There being no further discussion or questions, Laurel Almquist made a Motion to approve the FY
2020 Budget for the Board of Health. Motion seconded by Brian Baumgaertel. VOTE: Unanimous
(2-0).
NEXT MEETING
The next meeting of the Board of Health is scheduled for Thursday, October 11, 2018, at 7:00 PM.
2
