Mashpee Commons. Mr. Connell noted that he would miss 40B as it did provide Form-Based <br /> Code built into the permit. Mr. Abbott noted that 20 units would be lost due to the reductions in <br /> the 40B project, lowering Mashpee's percentage of affordable housing. Mr. Connell responded <br /> that Mr. Chace was not an affordable housing developer and that his intent was to develop a <br /> balanced, full spectrum development. Mr. Connell further noted that they attempted the four <br /> buildings but, although a great addition to the neighborhood,were not cost effective. Mr. Abbott <br /> inquired about successful affordable housing developers like Dakota. The Chair stated that the <br /> Mashpee Commons' vision had been well developed for the Town, and expressed his wish that <br /> affordable housing could be fit in to the vision, which would require creative thinking, possibly <br /> including an affordable developer, <br /> 950 Falmouth Road-Chairman Isbitz reported that the net zero study had not yet been <br /> completed. The Chair and Selectman Gottlieb had met to review numbers with Horsley Witten <br /> and it seemed evident that net zero would not be feasible for the site. However, there is interest <br /> in minimizing nitrogen at the site, so the RFP would be drafted to clearly define the nitrogen <br /> mitigation policy, with an incentive for developers to do their best regarding nitrogen. It was the <br /> consultant's belief that development could meet treatment of 3 mg/L. The Horsley Witten report <br /> was expected for the next meeting. <br /> The Chair reported that the RFP Working Group met last week to consider the evaluation <br /> criteria. The MassHousing Partnership community assistance grant had been awarded in the <br /> form of time and support from Laura Shufelt, who has developed evaluation criteria for the RFP. <br /> Separate criteria would breakout the number of units, the nitrogen requirement and renewable <br /> energy. The next meeting would be on September 28 and Ms. Shufelt will return with an <br /> updated draft of the criteria as well as text for the RFP. An additional meeting has been <br /> scheduled for October 5. Once completed by the Working Group, the draft RFP would be <br /> considered and voted on by the Affordable Housing Committee. <br /> Since the next Affordable Housing meeting was planned for October 2, the Chair recommended <br /> that it be rescheduled to a later date when more information would be available. No Affordable <br /> Housing Trust meeting has been scheduled, but an effort was being made to schedule a meeting <br /> for October 22. The hope was that the RFP draft would have been reviewed and approved by the <br /> Affordable Housing Committee so that it could be considered by the Trus l, along with the net <br /> zero study results, on October 22. It was hoped that approval of the RFP by the Trust could be <br /> considered at the beginning of December, to authorize the opening of the RFP process in <br /> January, closing in March. <br /> Mr. Abbott started that the criteria was somewhat open ended to allow flexibility, such as to <br /> receive extra credit for improved nitrogen mitigation. The Chair stated that the feasibility study <br /> reflected Mashpee's Bylaw requiring treatment at 5mg/L. The Chair added that he and Mr. <br /> Abbott had met with Mary Waygan who, although not park of the Working Group, had <br /> considerable experience working with affordable housing in Yarmouth. The Chair indicated that <br /> they would be sharing materials with Ms. Waygan so that she could informally be part of the <br /> process. <br /> 4 <br />
