3 <br /> Finance Committee <br /> Minutes <br /> August 30, 2018 <br /> Continued Review of Drat October 15 2018 Annual Town Meetin Warrant <br /> in preparation for Annual Finance Committee Report: (continued) <br /> At #8: To establish safety zones in certain areas in the Town in the interest of public <br /> safety. New statues signed by Governor Balser regarding the changes to the Speed Limit <br /> Regulations are referenced under Chapter 90 §17 and §18. The new law empowers the Board of <br /> Selectmen to streamline this process without further approval by the MassDOT. <br /> Motion made by Mr. Pettengill to approve and recommend Article#8 as presented. <br /> Motion seconded by Mr. McKelvey. <br /> VOTE: 4-1. Motion carries. <br /> Roll Call Vote: <br /> Mr. Richardson,yes Mr. Pettengill,yes Mr. Avis, no <br /> Mr. McKelvey,yes Mrs. Furbush,yes Opposed, (1) <br /> Article#9: To adopt a Bylaw to prohibit the operation of recreational/non-medical marijuana <br /> establishments and marijuana retailers with the Town. <br /> An opinion received from Town Counsel advised this article would only prohibit <br /> recreational/non-medical marijuana establishments and not prohibit medical or registered <br /> medical marijuana dispensaries. The language in this article has been drafted, reviewed and <br /> approved by Town Counsel. <br /> In reviewing Draft#3, it was noted there is no change in the explanation to not prohibit medical <br /> or registered medical marijuana dispensaries. It was agreed the last line in the wording of the <br /> explanation"or any other type of licensed marijuana-related business" is confusing. <br /> Evan Lehrer, Town Planner indicated the State recognizes dispensaries differently, and it <br /> depends on how a town defines their bylaw. Registered medical dispensaries will have the <br /> ability to transition to recreation retail sales if permitting was received by July 1, 2017. <br /> Article #9 was HELD to the September 6, 2018 meeting. <br />
