4 <br /> Board of Selectmen <br /> Minutes <br /> September 24, 2018 <br /> APPOINTMENTS & HEARINGS <br /> Open Counter; Town Planner Evan Lehrer: <br /> Mashpee Town Planner Evan Lehrer was in attendance with Cape Cod Commission representatives <br /> David Sullivan and Heather Harper to review the OpenCounter web-based zoning portal with members <br /> of the Board of Selectmen. <br /> The OpenCounter intuitive tool was developed by the Town Planner in collaboration with the Cape Cod <br /> Commission staff. The program is designed to simplify the zoning process from what are often <br /> complicated regulations by enabling its users to access local regulations by revealing parcel-level zoning <br /> details, including existing uses, overlay and planned development districts. <br /> Mr. Lehrer indicated it is hopeful this project would be well known in the Town of Mashpee as a time <br /> saving tool that would assist applicants in understanding the zoning challenges and opportunities for <br /> projects before engaging with municipal staff. OpenCounter guides applicants through the complicated <br /> permitting process and calculates specific timelines, permits and fees associated with a project. This <br /> would give applicants more confidence with their project and improve efficiencies within the <br /> municipality. <br /> There was no cost associated to the development of this platform. Continued maintenance and operation <br /> of the platform after September 1, 2019 if the Town wishes to host a subscription with OpenCounter is <br /> $5,000 per year. In considering funding options, the Planning Board operating budget with possible <br /> contributions from the EDIC was given consideration as funding avenues for this program. <br /> Further information on the OpenCounter portal can be found at htt ps:!/nnash )ee.o encounter.cozin. <br /> Enclosure: Memorandum from Town Planner dated September 20, 2018 regarding OpenCounter. <br /> COMMUNICATIONS & CORRESPONDENCE <br /> Communication from Tribal Council Chairman: <br /> Town Manager Rodney C. Collins read aloud a letter from Cedric Cromwell, Chairman of the Mashpee <br /> Wampanoag Tribe dated September 19, 2018 requesting his assistance in Washington, D.C. next week <br /> for the purpose of urging the House Natural Resources Committee and other congressional offices to <br /> schedule a markup of the Mashpee Wampanoag Tribe Reservation Reaffirmation Act as soon as <br /> possible. (Enclosure) <br /> There were no objections from the Board of Selectmen, and a specific date has not been determined. <br /> The Chairman of the Board of Selectmen is expected to issue a statement on Tuesday with respect to this <br /> regard. <br />
