Thaw <br /> Dawn Thayer the Finance Director was in attendance with Craig Mayen, the Treasurer/Tax Collector <br /> to report on the recent public forum held in the Town of Sandwich on wastewater funding. <br /> Wayne E. Taylor, the Assistant Town Manager was noted to be present for this meeting. <br /> It was reported the Town of Sandwich is seeking to develop a Municipal Water Infrastructure <br /> Investment Fund, a special revenue fund which would derive from a property tax surcharge of up to 3%. <br /> The proposal is similar to the Community Preservation Fund, and as with the institution of the CPC, <br /> approval is required by a vote of Town Meeting and by ballot vote. <br /> The Town of Sandwich is proposing a 2% surcharge for the municipal water fund which would lower <br /> their CPA fund from 3% to 2% to bring forth an overall tax increase of 1%. This revenue source would <br /> be utilized to offset wastewater costs in phase I for the sewering of approximately 25% of households. <br /> The cost projection includes a homeowner contribution of approximately $10,000 for hook-up with <br /> funding to derive through the betterment process. <br /> It was noted the issues in the Town of Sandwich with respect to wastewater differ from the Town of <br /> Mashpee. The Town of Sandwich has estimated $86 million collectively in wastewater implementation, <br /> water quality improvements, storn-i water upgrades, the expansion of municipal water, and for education. <br />
