6 <br /> Board of Selectmen <br /> Minutes <br /> September 24, 2018 <br /> NEW BUSINESS <br /> Report on Wastewater Funding Meeting: Finance Director Dawn Thayer: (continued) <br /> In considering the direction of the Town of Sandwich regarding wastewater and clean water initiatives, <br /> it was agreed the Town of Mashpee may be required to sewer 50% of the Town. Of benefit are pre- <br /> existing treatment plants currently operating in the Town of Mashpee for potential shared usage. The <br /> value and exercise of this discussion is to review different funding options. It was recommended the <br /> Board of Selectmen review a financial plan of different scenario's to further consider funding options. <br /> Motion made by Selectman Gottlieb to direct staff to develop, with the necessary support of <br /> outside consultants in needed, a finance plan (see Attachment B) by March 1, 2019 that uses all <br /> available sources of revenue, including but not limited to, local option hotel/motel and short term <br /> rental taxes, the use of betterments, establishment of rates and charges for users of the sewer <br /> system, the 3% infrastructure surcharge authorized by state law, 0% SRF loans, 25% principle <br /> forgiveness authorized by current state law, the state earmark of $3.25 million for wastewater <br /> infrastructure in Mashpee, and expiring debt service to create a plan that reduces to the greatest <br /> extent the amount required for a debt exclusion for the funding construction, and any other <br /> funding sources the Financial Team may deem realistic. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman, yes Selectman Cahalane,yes Selectman Gottlieb,yes <br /> Selectman O'Hara,yes Selectman Cotton, yes Opposed, none <br /> (Enclosure): Wastewater Implementation Memorandum—August 22, 2018 includes Attachment B. <br /> Motion made by Selectman Gottlieb to model the first phase of the plan; the design, engineering <br /> and construction of a treatment plant at the Transfer Station and relative sewers to advance the <br /> clean-up of the Popponesset Bay system.
