Board of Selectmen <br /> Minutes <br /> September 24, 2018 <br /> NEW BUSINESS <br /> Discussion of Stop Signs at Donna's Lane and Great Neck Road South: <br /> As a result of legitimate residential concerns regarding the intersection of Donna's Lane and Great Neck <br /> Road South, the Board of Selectmen agreed to obtain guidance from the Director of Public Works as it <br /> relates to the signalization of this area and/or use of 4-way stop signs and traffic calming measures for a <br /> possible Town Meeting warrant article in May of 2019. <br /> Mashpee Stormwater Management Program: <br /> Creation and Appointment of Stormwater Management Task Force: Board of Selectmen/Town Manager <br /> Representative, DPW Director Conservation Agent,Natural Resources Director Town Planner Health <br /> Agent: <br /> Catherine Laurent, Director of Public Works was present to review the Mashpee Stormwater <br /> Management Program and creation and appointment of a Stormwater Management Task Force. By <br /> October 1, 2018, the Town of Mashpee must submit a Notice of Intent (N01) to the Environmental <br /> Protection Agency and Massachusetts Department of Environmental Protection .for coverage under the <br /> Small MS4 General Permit. The NOT outlines the measures the Town will take over the next five years <br /> to comply with state and federal regulatory requirements to manage stormwater runoff. <br /> The forum with the Board of Selectmen is the public hearing required for the submission of this <br /> application. <br /> The Town of Mashpee has been working with consultant, Tighe & Bond on the development of the <br /> Notice of Intent under the Small Municipal Separate Storm Sewer Systems (MS4) General Permit and <br /> with the new Stormwater Management Program for the Town. <br /> Stormwater is runoff from rainwater or snowmelt from paved streets, lawns, parking lots and sideways. <br /> It is conveyed by catch basins, pipes, outfalls and culverts. The more impervious the surface, there is <br /> increased stormwater runoff which creates a greater impact to local waterbodies. Clean stormwater <br /> runoff from natural areas is an important source of recharge to the groundwater to replenish drinking <br /> water wells and supply base flow to lakes, ponds, springs, brooks and wetlands. <br /> The Board of Selectmen was requested to consider creating a Stormwater Management Task Force <br /> consisting of membership from boards and departments involved with stormwater management. <br /> Recommendations for membership include a Board of Selectmen/Town Manager representative, the <br /> DPW Director, Conservation Agent, Natural Resources Director, Town Planner and Health Agent. The <br /> Assistant Town Manager, Wayne E. Taylor was recommended for membership. <br />
