k� Mashpee Affordable Housing Committee Meeting Minutes April 1, 2014 at :30 p wa uoit Meeting Room, Mashpee Town Hall Present: Chairman Walter Abbott, Berkeley Johnson, Allan Isbit Also Present: Selectman Mike Richardson Absent: Kalliope E toff CALIF TO ORDER Chairman Abbott opened the meeting at 6:35 p-m. and the roll was called. APPROVAL OF S-March 4,2014 Mr. Isbitz recommended changes to the last paragraph at the bottom of page 2. Mr. Johnson made a notion to accept the minutes as amended. Mr. Isbitz seconded the motion. All voted unanimously. DLII BUSINESS 209 [old Barnstable Road The Chairman reported that he had del ivered the Affordable.Housing Committee documentation to Town lull but that it was too late to be added to the upcoming Board of Selectmen meeting. Additionally, Chairman Abbott reported that he had contacted Natural stage, noting that he had previously provided their contact information to both the Assistant Town] tanager and Horsley Whitten, and learned that no one had been in contact with them regarding the box turtle issue. Natural Heritage.informed the Chair that there was an application and $300 fee that would be needed to be considered for a waiver. The Chair provided the form to the Town Manager, who indicated that it would not be completed untie the Board of Selectmen voted to move forward on the parcel The Chair reported that there would be no need to swap land since the parcel was less than acres and that Natural Heritage would issue a waiver. Selectman Richardson confirmed that he requested that the item-be added to the agenda. Selectman Richardson indicated that funds from the feasibility study could not be used to pay for the waiver application, but that the Town would be able to fund the application_ wampanoag Presentation-Leon Jacobs,Interim Director of Housing Mr. Jacobs was present to provide a status update on the development of Wampanoag housing. Mr. Jacobs discussed his background and his many years working with HD. Mr. Jacobs was invited t assist the warnpanoag to develop a package, as part of the stimulus progan-, to acquire Funding for the wastewater facility and has continued to work with the Tribe for the last 3-4 years. W. Jacobs confirmed that the Tribe had also requested a waiver for the box turtle, though a sweep was needed despite locating no box turtles, and thanked the Town for them efforts to assist the Tribe. r. Jacobs indicated that the Tribal Council was committed to working with local code �Is and conforming to Mashpee's overall plan. Mr. Jacobs introduce Valerie Molokwu who has worked with the warnpanoag Housing Department since 2009. Regarding the housing, Mr. Jacobs stated that the wastewater facility was in place and suggested the p ossibility of tying in to the system since it.had been overbuilt. Mr. Jacobs expressed appreciation working with the'Lown to establish the infrastructure, including road naming, and announced that
