the entrance way had been officially named Alice Lopez Drive in honor of Alice Lopez whose <br /> vision was being realized with the project. Before shutting down for winter, water and sever lines <br /> had been installed. It was anticipated that work would resume in early April, Paving would not be <br /> completed until the utilities were in place_ The Chi inquired about the use of solar and Mr. Jacobs <br /> onftrmed that solar and green initiatives were being considered for the homes and design was <br /> being completed by a Native American firm. Mr. Jacobs reported that the units would be clustered <br /> in order to use just 23 of the available57 acres. There would be a total of 52 units, including <br /> duplexes(16 Units) for the elders and 36 single family units. The units would be strictly rentals. <br /> determination would be made regarding the policies and procedures by which tenants would be <br /> admitted as well as the rental fees. Regarding 40B,Mr.'Jacobs noted that if there was not a <br /> sufficient number of qualified 40B applicants,the rentals would need to be opened up, so they were <br /> working toward ensuring that it would not impact heir ability to seek the land going in to trust. Mr. <br /> Isbitz inquired about a possible % low income requirement and Mr. Jacobs stated that it would <br /> override some of the local zoning. Mr_ Johnson inquired about the zoning for the area and <br /> Selectman Richardson reported that they had been working closely with Town Planner Torn Fudal .. <br /> There was discussion about friendly 40Bs and the zoning Board- <br /> The <br /> oard_The Chair inquired whether all residents would be Native American and Mr. Jacobs confirmed that <br /> it was a requirement of HUD. Mr. Jacobs also confirmed that the True would be managing the <br /> units. 1h-. Jacobs noted that there would be a cooperation agreement with the Police and Fire <br /> Departments and that clearance requirements had been met. Mr. Jacobs added that the True wished <br /> to make the development an integral part o the overall community. There was discussion about the <br /> adjacent land, including Town-owned land that was not buildable. Mr. Jacobs emphasized the need <br /> for the housing, adding that many Tribal members were looking to return hone. Mr. Jacobs <br /> referenced a new prograrn created to assistrith mortgage financing for Dative Americans, called <br /> the 184 Loan Mortgage Guarantee.Program for Native Americans. The Tribe had been working <br /> with local bans to encourage their familiarity with the program. Mr. Jacobs stated that the <br /> program was beneficial to Native Americans due to a low down payment requirement of 1.25%- <br /> 2.25%. depending upon the loan amount. Chairman Abbott referenced Mashpee's Affordable <br /> Housing Production Plan where the current rate of fordable housing was at 4,5% and stated that <br /> the wane1 ano housing would be a significant contribution to increasing mailable housing. <br /> Mr. Jacobs inquired about whether the Committee had information regarding other sources o <br /> funding. Mr. I bitz recommended the Department of Housing and Commurnky Development and <br /> IVB-. Jacobs indicated that he had a meeting. Mr. Jacobs also had a discussion with HUD's Public <br /> and Indian Housing Assistant Secretary who would be leaving her post in June. Mr. Jacobs noted <br /> that the tinning of construction could be impacted by a lack of funding but that the Tribe.was <br /> committed to building the units. Mr. Jacobs noted that they were seeking grants more so than loans, <br /> but that they would qualify for USDA funding and additional options with HUD. W. Isbit <br /> recommended Barbara Melds at the HUD regional office in Boston. Mr. Isbitz inquired about a <br /> target or timeline for the number of units and fir_ Jacobs responded that the Tribal Council and <br /> Housing Committee would be considering a target and timeline, as well as long range planning. <br /> Affordable Housing Trust <br /> Mr. Johnson attended a meeting of the Affordable Housing Trust and confirmed that a Trust <br /> document would be created, noting that although the ordinance had been adopted,the-Frust <br /> document had not been created. Selectman Richardson,FIs. Mason and Mr. Johnson would be <br /> meeting often to create a guideline and.terms for the Housing Trust by May 3 1. The group will also <br /> 2 <br />
