Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> September 2, 2014 at 6:30 pm <br /> Waquoit Meeting Room, Mashpee Town Hall <br /> Present: Chairman Walter Abbott, Berkeley Johnson, Allan Isbit , Marie Stone <br /> Absent: Kalliope Egloff <br /> CALL TO ORDER <br /> Chairman Abbott opened the meeting at 6:33 p.m. and the roll was called. <br /> MASELP E COMMONS PRESENTATION <br /> John Connell, 40B Project Manager, was present to discuss the first phase, made up of 4 sub- <br /> phases, of Mashpee Commons' -phase project. Mr. Connell shared views of the buildings <br /> located adjacent to,lobs Fishing Road, noting that the green would also be part of phase IA. Mr. <br /> Connell stated that financing was not available for `for sale' units so the permitted rental units <br /> had been moved to the first phase of development. Phase 1A Will consist of 52 units, 13 of <br /> which would be affordable units. Eight structures will be built along Market and Benefit Street. <br /> Even buildings would be located on the west and the odd numbered buildings would be located <br /> on the east. <br /> Mr. Connell stated that the location of affordable units had been selected, but not yet finalized, <br /> and that the design of some of the buildings was still in flux. Apartments will be on the 1 and <br /> 2a floors, but there would be no elevators. Mr. Connell noted that there would be a number of <br /> ADA compliant units and that they planned to exceed the 5% complex requirement. Mr- Isbit <br /> inquired about the 1 floor units and housing for older Americans, referencing a study focusing <br /> on the importance of accessibility. Mr. Connell responded that two buildings currently designed <br /> would feature zero step entry and one building would feature zero step entry and one visitable. <br /> Mr. Isbitz emphasized the importance of accessibility and inclusivity. Mr. Connell indicated that <br /> they were also challenged by pitch and grade issues, but that they were working on it. Mr. Isbit <br /> emphasized the cost effectiveness of establishing as many zero entry units as possible during the <br /> planning and design process. There was agreement from all parties that universal access was <br /> important and a benefit to the units. <br /> Chairman Abbott inquired about the bedroom size and fir. Connell indicted that it was not yet <br /> fixed but that 7 units would feature 1 bedroom at approximately 562 square feet, 6 grits with 2 <br /> bedrooms at approximately 880 square feet and 2 universal fully accessible units. Mr_ Isbit <br /> inquired about the number of visitable units and Mr. Connell responded that he would need to <br /> research the number of visitable units. It was anticipated that some units would be move-in <br /> ready for spring 2015. In order to receive the permit, Mashpee Commons needs the <br /> approval of the ZBA before continuing to 1assHousing. <br />
