Capin Improvement Program Committee <br /> Minutes <br /> January 31, 2013 <br /> SSR CMNUSSIN: <br /> F asl flit S9&,­ 1803000; <br /> Paul Gobell, Mashpee's Sewer Administration was before the CIP to discuss the <br /> first phase of the sever plan to acquire and ekpand existing wastewater treatment <br /> facilities by conducting a$180,000 Feasibility Study in FYI 4. <br /> Mr. Gobell indicated this is an opportunity to determine potential capacities, life <br /> cycle costs, hydrogeologic .l test , and expanded service areas for the <br /> Willowbend and New Sabury wastewater facilities in addition to establishing <br /> treatment processes,collection and disposal sites. Mr. Gobell stated the study <br /> would also determine if the to referenced facilities would require upgrading for <br /> possible expansion. <br /> Linder state mandate Willobend retains a severer maintenance budget.of 1 <br /> million. The required sever maintenance budget of New S abury is currently not <br /> known. Discussion'followed with regards to the matter of severing. <br /> By a vote of Town Meeting in May y f 2012,the Selectmen were authorized to <br /> petition the General Court to create a Water and Sever District. Authorisation <br /> will transfer all sewer/waste water,treatment and disposal jurisdiction to the newly <br /> created authority. The petition for special legislation is pending language <br /> modification, and it is anticipated to be adopted in 2013. <br /> At the last Selectmen's Meeting,the Board voted under the advice of Town. <br /> Counsel that no finer severer contracts be executed without the expressed <br /> concern of the Board of Selectmen. <br /> It was agreed since the Board of Selectmen has voted to male no commitment to <br /> funding;the natter of the feasibility study would be deferred to October. <br /> With regards to the achieving the total maximum daily load requirements <br /> (TMDL"s) the coastal watersheds, it was noted that Richard York,the <br /> Shellfish Constable has several-oy'ster aquaculture initiatives planned to offset <br /> nitrogen loading. <br /> FIRE DEPARTMENT; <br /> As a result of scheduling conflicts,the Fire Department will be deferred to the <br /> next meeting. <br /> Recess: 3:30 p.m. Meeting 1e-convened: 3:45 p, . <br />
