A. Housing Assistance Program/Mashpee Town Selectmen meeting Mrs. Botsford gave the <br /> board an update of what transpired at the meeting with the Board of Selectmen on August 27. <br /> All agreed that Fran Laporte did an excellent job of presenting, providing information, and <br /> clarifying that we will continue to send the same reports to the town that we have been <br /> sending because we cannot breach confidentiality. Selectman Gottlieb had requested that <br /> further reporting be done and that request would be brought back to the MHA board. Mrs. <br /> Botsford stated that she attended the meeting as well but did not speak. The housing <br /> authority is providing a lot of reporting to the town on the Housing Assistance Program and <br /> creating new reports for things that we currently don't track would be a hardship, The <br /> funding for the program ends next June 30 and her suggestion was that, since we already <br /> spend so much time on this program for very little income, we keep things as they are for <br /> now and consider and negotiate their request if we get funding in the future. All agreed. <br /> B. CPC applications for funding, Mrs. Botsford gave the board a proposed application for <br /> funding of a new program. The item was discussed at length. Mrs. Botsford explained the <br /> need for and how an SRO {Single Room Occupancy}home purchase would work. Next, Mrs. <br /> Botsford mentioned that since the Housing Assistance Program funding will be up, we should <br /> consider whether or not we wish to apply for another three years. Mr. Halpern stated that he <br /> thought we should apply. Mrs. Botsford stated that the way the program is currently <br /> structured is not working. The housing authority originally had guidelines to review HAP <br /> rental assistance clients every six months and the Board of Selectmen wanted it done every <br /> three months instead. We have been doing that and, in addition to all the time to answer <br /> questions and provide reporting to the town, the program administrative fee does not cover <br /> our costs. Mrs. Botsford proposed that we put in an application for the same funding amount, <br /> but go back to doing 6-month reviews and increase our administrative fee to better cover the <br /> time we are spending on this program. All agreed that we couldn't justify the amount of time <br /> staff is spending on this program with an average of only about$500.00 per month for an <br /> administrative fee. After discussion, a motion was made by Richard Halpern and <br /> seconded by Lisa Meizinger to submit two applications to the CPC for funding: one for <br /> an SRO Home Purchase Program and one for the Housing Assistance Program with <br /> modifications as discussed. The motion carried. <br /> NEW BUSINESS: <br /> A. Rent Collection Policy: Mrs. Botsford reminded the board that she reviews policies regularly <br /> and is bringing forth a few small changes for the Rent Collection and Write off policy, Mrs. <br /> Botsford provided the board with a copy of the draft policy prior to the meeting and reviewed <br /> it with members. After a brief discussion, a motion was made by Lisa Meizinger and <br /> seconded by Richard Halpern to approve the updated Rent Collection and Write Off <br /> policy as presented. The motion carried. <br /> B. Write offs: Mrs. Botsford proposed to the board to approve the write off of a vacated and <br /> unlikely to collect debt totaling $3,968.37. After a brief discussion, a motion was made by <br /> Richard Halpern and seconded by Lisa Meizinger to approve the write off in the <br /> amount of$3,968.37 and to issue a Form 1099C to the person.
