Mashpee Planning Department 10, <br /> Memo <br /> To: Plan Review Committee <br /> From:Tom Fudala, Town Planner <br /> CC: Planning Board <br /> Date: 5-3-2013 <br /> Re: 3 items on May 7 Plan Review agenda <br /> As I will be out of state on May 7, 1 have the following comments regarding the 3 <br /> items on the May 7 Plan Review agenda: <br /> 1) Mashpee Commons North Market Street—veterinary clinic as added allowed use <br /> The proposed use appears to be appropriate. <br /> 2) Proposed Blue Castle Drive cluster subdivision <br /> I have a number of concerns about the proposal, aside from the lack of creativity in <br /> its design, which apparently results from a desire to develop as many lots as <br /> cheaply as possible: <br /> a) As I have indicated to Mr. Costa, the proposed open space should be <br /> revised to provide an open space corridor of substantial width between the <br /> two proposed open space parcels, which would serve the function of a wildlife <br /> corridor between the Town-owned wetlands to the north (certified vernal pool) <br /> and the Town-owned land to the south. (Those Town lands as well as the <br /> subdivision parcels are all within the boundaries of the Mashpee National <br /> Wildlife Refuge). <br /> b) The proposed emergency access road should be relocated away from the <br /> property line of the abutter, Mr Lubrano, and the abutter on Degrass Road <br /> (where it should be placed between the applicant's proposed lots, and <br /> possibly serve as their shared driveway). In addition, the applicant should <br /> consider building it as a full subdivision street as part of a re-design of the <br /> subdivision lots in conjunction with provision of the recommended open space <br /> corridor. <br /> c) The re-designed subdivision should provide buffer areas between the <br /> proposed '/4 acre lots and the larger lots and houses of the abutters, who have <br /> 0 Page 1 <br />
