66 & 67 Blue Castle Drive/66 De9rass load corrtin <br /> Catherine Laurent asked why the owner was building on Carriage load, rather than building all on <br /> Blue Castle? Matt explained It started out that way but changed because they wanted space <br /> between lots; greener; and connection to Degrass. He said in the end it is a plus because It gets rid <br /> of the dead-end situation. Catherine said but it is adding a lot of traffic onto Degrass and her concern <br /> is the wear and tear on that road. Degrass is a finished road but is approximately 20 years old. <br /> Catherine said she.is concerned also that construction traffic will'create wear and tear to this road. <br /> Matt Costa said they will be corning in both through Degrass and Blue Castle. He said it is a public <br /> road to be used for this purpose. <br /> Scott Carline pointed out that response time is the biggest concern for the Police Department and can <br /> expose Town to liability. He said without Blue Castle Drive being paved or maintained there would be <br /> a problem. Scott said Police Department needs 2 reliable accesses; likewise the Fire Department <br /> also has the same needs. Scott noted that this is not just his viewpoint, but is the opinion of the <br /> Police Chief and the Fire Department. matt costa said he maintains they are it proving the situation <br /> Y <br /> b adding another access and it creates a better situation thea what is there now. However, Charlie <br /> Maimtam[s pointed out that the condition of the road will deteriorate. <br /> Jonathan Furbush stated Blue Castle currently has 10 houses and they are adding 15 houses. <br /> Jonathan said it.is a public safety issue and he feels it should be improved by paving.all the way <br /> down. batt Costa said he agreed but that's.not hoer it is working out fin logistically; or legally. <br /> Matt Costa asked whether there was any possibility of Town working with therm on this by applying a <br /> betterment to the neighbors which would give people time to pay for it over time. Matt said he had <br /> some brief discussions with Joyce on it but it hasn't gone anywhere. <br /> Matt Costa said he is trying to talk with abutters and help there to get organized so funds would be <br /> available to maintain that.gravel road on a regular basis. Catherine noted that they will have <br /> responsibility to maintain Blue Castle during construction of the roads and 15 houses. Blatt said "yes" <br /> they would'and they are going to form an association by themselves as a means of working towards <br /> maintaining the roads over the long-terror. <br /> Catherine asked whether or not they sat down with the abutters and explained the process of Town- <br /> taking over the road and paying the cost as a betterment. Matt responded they did with 1 person. <br /> Catherine said perhaps at the Planning Board meeting you could address this thea. <br /> Mary LeBlanc said it is not in the public interest for the Committee members to approve a 15-lot <br /> project going over a decrepit road. Matt Costa responded that they have provided legal access to the <br /> lots they build to roadways they will build. <br /> Conclusion <br /> Plan Review: lotion: Torn Fudala motioned Plan Review approves contingent on paving and <br /> finishing Blue Castle Drive to Great Neck Road South, or providing an acceptable plan for <br /> maintenance of the existing road; Glen Darrington seconded the motion; and it was unanimously <br /> approved by the Plan Review Committee Members. <br /> 2 <br />
