17. The project area is within a protected resource area known as "Land <br /> Under the Ocean," a'FEMA Velocity Zone, and Priority Habitat of <br /> Rare 'Species and Estimated Habitat of Rare Wildlife associated with <br /> several rare and endangered species of coastal waterbirds, including the <br /> Roseate Term, Piping Plover, Common Tern and Least Tern. <br /> 18. Cook proposes to install up to 5,000 shellfish aquaculture polyethylene <br /> grow-out bags within the grant area and to operate and maintain an <br /> aquaculture facility for the purpose of growing oysters, quahogs, soft- <br /> shell clams and scallops. <br /> 19. The grow-out bags will consist of structured square mesh and are <br /> approximately 3 feet long by 1.5 feet wide and are 3-4 inches in height. <br /> Each of the bags will have four 2-inch diameter PVC pipe "feet" which <br /> will rest on the ocean bottom. Each bag is capable of holding 200 <br /> oysters when full. The bags will be placed in rows separated by two to <br /> three feet. The rows will be affixed to the bottom with an anchoring <br /> system consisting of helical anchors and cables.
