Mr. York noted that Santuit was twice as clear as before the Solar Bees had been <br /> installed and that the fish were healthy. <br /> Pilgrim Nuclear Power Plant <br /> Chairman Petersen reported that containment was being constructed on-site for spent fuel. <br /> Nutrient Management& Fertilizer Regulations for Fresh Water Ponds& ]Estuaries <br /> Mr. Talbot reported that he attended the Section 208 estuary planning meeting which included <br /> discussion about the benefits of sharing the responsibility of the watersheds. Mr. Talbot will <br /> keep the Committee informed of their work. Regarding the Nitrogen Fertilizer DCPC process, <br /> Mr. Talbot confirmed that it would incorporate the 15 towns on Cape Cod, allowing the towns to <br /> regulate fertilizer usage. Citizens have been advised to submit letters of support by August 21. <br /> Mr. Talbot distributed the hearing notice and recommended draping a letter to the Board of <br /> Selectmen. W. Talbot indicated that there would be significant opposition to the proposal from <br /> lawn care and fertilizer professionals, Mr. Talbot stated that Falmouth's regulation was now <br /> law. Mr. Talbot shared his draft of the EOC letter of support for the DCPC,to be forwarded to <br /> the Board of Selectmen. IVB-. Talbot announced that he would testify at the hang and would be <br /> willing to represent the Committee at the meeting* <br /> Mr. Theis made a motion that Mr, Talbot represent the Environmental Oversight <br /> Committee at the hearing. Mir. York seconded the motion. All voted unanimously. <br /> There was discussion regarding the importance of asking the Board of Selectmen to support the <br /> ICPC in advance of the hearing and that the fS would be meeting on August 19 . Mr. Talbot <br /> clarified that the DCPC would not restrict development but that it would work toward managing <br /> the use of fertilizer, but not prohibiting it. Changes to the letter were discussed. Where was <br /> agreement to use words in the letter such at.s r"Cmanage" rather than"control" and to eliminate <br /> usage of"pollution." It was recommended that the letter also be circulated to the Planning <br /> Board, Conservation Sewer Commission, waterways, Board of Health and Department of <br /> Public works. <br /> Mr. 'Theis made a motion to forward the Environmental Oversight Committee's <br /> recommendation to the Board of Selectmen regarding the Cap -wide Fertilizer <br /> Management DCPC. Mr. 'Talbot seconded the motion.
