s <br /> Nutrient Management& Fertilizer Regulations for Fresh Water Ponds & Estuaries <br /> Mr. Talbot reported that the Town Clerk had not yet received word from the Attorney General <br /> regarding final approval of the bylaw. Mr. Talbot added that the Cape Cod Commission approved the <br /> bylaw 14-0, despite opposition. Bill Clark, of the Cape Cod Extension, had encouraged landscape <br /> professionals to contact their legislators to halt approval of the bylaw, despite it being approved by <br /> both the Town of Mashpee and the Cape Cod Commission. <br /> Mr. Talbot emphasized the importance of further discussion about implementation and education <br /> needs. The Board of Selectmen has expressed interest in monitoring the nitrogen mitigation process. <br /> The Chair inquired about a joint meeting with the Board of Health and Conservation Commission. Mr. <br /> McManus agreed that February might be a good time to meet, once the bylaw has been approved. <br /> There was also discussion about communicating the bylaw to users as some landscape professionals <br /> may begin their work in March. Mr-. Talbot indicated that he could acquire lists from the-Cape Cod <br /> Landscape Association in order to communicate the changes. fir. Talbot intended to draft an article <br /> about the bylaw to submit as his monthly Mashpee Environmental Coalition article for the Enterprise. <br /> Mr. Talbot noted that Barnstable was also working on nitrogen regulations and indicated that it was <br /> more closely linked to the Cape Cod Commission draft bylaw. Mr. McManus inquired about the <br /> certification process for landscape professionals proposed by the Cape Cod Commission and Mr. <br /> Talbot responded that Mr. Clark planned to develop a program with glass. There were indications <br /> from Mr. Clark, at a Cape Cod Landscape Association forum, that the certification program would not <br /> recognize or explain the differences among the different communities. Additionally, the certification <br /> program may be online and possibly only require a supervisor to receive certification, rather than <br /> individual applicators. <br /> OLD BUSINESS <br /> Combine water-Sever <br /> Mr. Talbot distributed copies of a memo from Selectmen John Cahalane and Andrew Gottlieb <br /> regarding motions taken by the Board of Selectmen as it pertained to implementation of the <br /> Comprehensive Watershed Nitrogen Management Plan. The motions were a response to no longer <br /> wishing to transfer the responsibility of wastewater management to the Water District. In addition to <br /> the motion Y options include working cooperatively with the Water District or management solely by <br /> the Town. The notions established two teams to assess the needs for management and staffing for a <br /> ton wastewater operation and to identify funding for lora terra operating costs and capital expenses. <br /> There was also a vote to request technical assistance from the Cape Cod Water Protection <br /> Collaborative and develop billing with the Water-District. The notions will be added to the agenda for <br /> the upcoming Sever C mi i sion meeting. Mr. Talbot expressed his opinion that it would be good for <br /> the Town. Mr. Talbot noted that for the home rule petition to transfer autho ty to the Water District <br /> {Town vote would be required. The motions were generally supported by the Chair of the Water <br /> District, as noted in an Enterprise article, but not all members of the water District supported it. <br /> Town-'amide Storrnwater Management Flan <br /> Mr. Talbot plans to speak with Selectman Mike Richardson' regarding the outfall pipes. Mr-. York <br /> reported that there was a presentation from the EPA about,new proposed Federal regulations for <br /> stormwater permits at the Barnstable County Coastal Resources meeting. Change would not take <br /> effect until next year, if voted in. Where was discussion regarding monitoring requirements. <br /> Land Steward Program <br /> Mr. McManus reported that 14 members of A.r eriCorps worked on projects at the Santuit Pond <br /> Preserve to include clearing out debris in the wetland areas, trail clearing with trail steps and <br /> 2 <br /> . rt <br />
