Joyce Mason will advise the <br /> Community nity Preservation Committee of this new assignment. <br /> • <br /> Transfer Requests <br /> Theresa Cook made a motion that the Finance Committee approve a transfer of$25,000 out of the <br /> Finance Committee reserve account to the Town of Mashpee Insurance Account to corer an <br /> unforeseen insurance cost increase which resulted from a Worker's Compensation n audit received <br /> after the May Town Meeting when the FY14 budget was presented and approved. Christopher <br /> Avis seconded the motion. The motion was unanimously approved. <br /> Presentation by Department Heads <br /> Police Chief Rodney Collins re: schools Resource Officer Draft Warrant Article 8 (dated <br /> 8107/13) <br /> Chief Rodney Collins listed the duties and responsibilitiesof a Schools Resource Officer to include <br /> the following: report of any weapons on school property; investigation of any reported suspicious <br /> activity; serge as a role model to students; assist the school administration with any acts of <br /> violence and/or came; serve as liaison to the police dept. and school; assist the staff with <br /> classroom activities involving instruction on various criminal issues; provide primary source of <br /> information instruction to students working on individual projects; assist with the security of the <br /> school and grounds to sustain the reality that our schools maintain a safe environment; provide <br /> the teachers and staff with training on an ongoing basis; act as a resource to parents who hopefully <br /> would be involved in alcohol and drug programs, some of which are already in progress. Chief <br /> i <br /> Collins stated that the only two Cape towns that currently do not have SRO officers are Mashpee <br /> and Bourne. � <br /> Chief Collins stated that the Police Dept. is seeking approval of funds for the SRO officer pursuant <br /> to draft 2 (dated 8107/13), Article 6. The funds will provide for ars additional police officer in the <br /> Police Department3 s organization. The SRO officer will work at the school from Sept. through <br /> June. During the summer months the SRO will serve as the additional police officer required for <br /> adequate police activity coverage. Chief Collins stated that the appointment process will be open <br /> to any interested department member; a review process would then be conducted and would <br />' involve the school in the SRO selection. Dace the assignment decision is made, the SRO will <br /> I <br /> report to Chief Collins. The SRO will be given specialized and enhanced training relative to school <br /> I <br /> safety programs. The purpose/goal of the SRO position is to build trust and to foster a relationship <br /> with the school committee, staff, students and parents and fostering a relationship by having a <br /> uniformed police officer in the school buildings on a dairy basis. it is critical that the SRO <br /> communicate with, and be easily identified by, the students and faculty. Chief Collins stated that <br /> the knowledge and the skills, the abilities and general duties and essential functions of the SRO <br /> are going to be expanded and will be in writing if this position is approved. Chief Collins stated that <br /> he has seen the SRO program succeed in other school districts, and also has seen it fail; the key <br /> to success is to get the right person who has earned the respect and the trust of the students and <br /> faculty; these are the factors that pay dividends. Prevention and intervention are primary goals of <br /> the position. <br /> Chief Collins stated that under Municipal Training Committee Standards, SRO training by the <br /> Police Academy requires a fulitime police officer position assignment. <br /> 3 <br />
