(NEW BUSINESS, ont'd <br /> • <br /> Liaison Reports <br /> = B s Fleeting: Cape Cod Tech Update -Theresa Cook. <br /> Theresa Cook updated the finance Committee n Cape Cod Tech superintendent Robert <br /> Sanborn's report at the Board of Selectmen's meeting on 7/22/2013. All of the Regional Technical <br /> high schools in Massachusetts were built around the sane time period and are all in need of <br /> upgrading. A report was given regarding the needs of the Cape Cod Tech high school building and <br /> has been included with an application to the Massachusetts School Building Authority. The <br /> i <br /> administration has begun putting together a list of projects that need to be completed, beginning <br /> with the envelope of the building, windows, doors, and brickwork. The roof has been replaced but <br /> the area where the roof meets the brickwork rl is exhibiting problems. Other projects needed are <br /> wall and flooring replacement, new auto tech and gym ceilings, stair treads, stair landings, ADA <br /> compliance issues, plumbing and electrical upgrades, air-handlers as well as safety and security <br /> items such as fire alarms and sprinklers that may need to be brought up to code. if they get the <br /> go-ahead from MSBA through an sol, they will need to fund a feasibility study that will look at the <br /> entire building. <br /> After consultation with their legal counsel, they will need a general election from all 12 towns <br /> including Mashpee that send students to the school; Cape Tech will need to pay for It as per <br /> M.G.L. Chapter 71-16n. Another possible option would be by Chapter 71-16d which would allow <br /> for approval through the town meeting as long as it is unanimous. <br /> The steps needed to go forward were outlined by Mr. Sanborn, and included forming a building <br /> committee, hiring an Owners Project Manager and developing a feasibility study. After this step <br /> financial people will be brought on board such as a bond council and a financial advisor to tape <br /> care of projections. The projection is what will be presented to the participating towns. Mr. <br /> Sanborn wanted all terns to have a beads up as to what was coming down the road. The <br /> borrowing for the project will be in direct proportion to the percentage of Cape Cod Tech students <br /> each town has in the school,just as the tuition is figured for each town. <br /> B s Meeting: Alternate Waste Contract update—Charles Gasion. Air. ]a for <br /> stated that the current Mashpee contract with SEMASS, owned by Covanta Corporation: for <br /> disposal of its solid waste materials expires at the end of the year 2014. Mashpee currently pays a <br /> $38.00 per tots fee to incinerate the town's household waste. A contract renewal proposal has <br /> been received from Covanta for per ton. At the 712212013 B S meeting the New Bedford <br /> Waste Services Company made a presentation describing the process developed with its partner, <br /> v ERC, which produces brici ettes from solid waste as a source of fuel in lieu of coal in electric <br /> generating plants. At this point, New Bedford Waste Services Company does not have official <br /> DEP approval, but anticipates receipt of full approval by late August or September. New Bedford <br /> Waste Services is offering Mashpee a price of$60 per ton with no required annual tonnage <br /> minimum. This would provide Mashpee with an attractive waste contract alternative to Covanta. <br /> - school Committee Meeting: Theresa Cook.. Theresa Cook stated that she attended <br /> the school Committee meeting and found it to be a very amiable and productive session. <br /> Community Preservation Committee . Based on a recommendation by Sal DiBuono, <br /> Theresa Cook made a motion that a Finance Corr-mit#ee liaison position be created for the <br /> Community Preservation Committee. Christopher Avis seconded the motion. The motion was <br /> unanimously approved. <br /> 2 <br />
