' Tac Rate Residential Exemption Presentation —Jason streebel, Assessing Dir. <br /> Jason Streebel conducted a power point presentation of a- residential tax exemption program <br /> specific to the Town of Il shpee. Incremental timb to implement the plan vwr ul I <br /> d take at least one year, at a cost of$200,000, necessitating the addition of at least ones staff <br /> member to handle the increased workload. Paul Andrews, Chairman of the Board of Assessors, <br /> stated that his Board had voted unanimously against approval of the program, as the cost of <br /> implementation of the program measured against the questionable benefits derived to the Town <br /> did not awake sense. <br /> George Schmidt made a motion that the Finance Committee disapprove of the tax rate residential <br /> exemption program for the Town of Il ashpee. Torte Murphy seconded the motion. <br /> Roil CallVote: Chris Avis, yes; Oskar Klenert, yes; David DelPonte, yes; Theresa-Cook, Yes; <br /> Charles Gasior, yes; George Schmidt, yes; Torn Murphy, yes . The motion was unanimously <br /> approved. <br /> ' Torn Fudaia, Town Planner— Planning Board Articles 14, 15, 1 <br /> Theresa Cook welcomed Mr. F data to the meeting and thanked him for making the time to explain <br /> the three Planning Board warrant articles 14, 15 and 16- <br /> Article <br /> Aril le 14 This article would emend the Zoning Bylaws to include archaeological sensitivity of a <br /> site in the items to be considered in the review and approval of special Permits. <br /> Article 15. This article would amend the Zoning Bylaws in order to amend the affordable housing <br /> requirements of the Cluster Subdivision Zoning Bylaw by restricting the issuance of occupancy <br /> permits for half of the residences until the required affordable housing provisions have been met. <br /> The article is intended as incentives and enforcement mechanisms hanisms to ensure,the provision of the <br /> required affordable housing in a timely manner. <br /> Article 16. This article would amend the Zoning Bylaws by simplifying and updating the Town's <br /> {transfer of development rights" bylaws, wherein residential development rights can be <br /> transferred to a project done under either the OSID or Commercial Center zoning bylaws <br /> from other lands permanently set aside as open space. <br /> Finance Committee Report Discussion —Charles Gasior <br /> Charles Gasior stated that one of the requirements of the Finance Committee is to explain and <br /> take a position on each of the warrant articles. A report is prepared by the 'Finance Committee that <br /> goes in front of the warrant booklet for the Town Meeting,, and provides a summary and <br /> recommendation on each of the articles to be presented and voted upon at the October Town <br /> Meeting. Mr. Gasior distributed a first daft of the report, dated 8/22/14, to the Committee for their <br /> review. The Board of Selectmen will meet on 8125114 to review the articles and provide rationale <br /> for their positions in preparation for a Finance Committee position report of all the articles in the <br /> r <br /> warrent. The Finance Committee will finalize their recommendations on the warrant articles at their <br /> 9/04/2014 meeting. <br /> *Uaison Reports <br /> School Committee: George Schmidt. George Schmidt reported that at the last School <br /> Committee meeting there was extensive discussion on fingerprinting and whether members of the <br /> School Committee should or should not be fingerprinted. A vote on the issue was postponed to a <br /> later elate. <br /> *` Board of selection Report— dike Richardson. <br /> - " ashpee Caress: is setting up an ad hoc committee a ire ars effort to organize the activity of the <br /> large number of volunteers who are conning forward to help. <br /> - The Tax Rate Residential Exemption Presentation held Monday night was well attended. <br /> 2 i <br />
