SOUTH CAPE BEACH MAY 10, 1995 PACE NICK v: Under the Colo-nial ordinances, there is an absolute prohibi- tion of exercising jurisdiction f fishing power and navigation. The only place I know of where that has been sucesfullr enforced are at the Federal Refuges of the Commonwealth, since Federal juris- diction supersedes the State property line, the committee's concern was the act of pulling a boat up and leaving , its NICK: If that should becom'e an issue, that will be a resolved issue. I ' have some concerns and comments with respect to the plan that is before your committee specifically by number,ber, Neer 19 regarding lifeguards. One lifeguard on duty does not provide adequate safety for the public. #39 regarding keys to road dates, the department no longer accepts keys to business gates or other barriers to access. Instead, we en- courage that you install a key box to allow a key to be kept on the premises to allow access to this department during an emergency. #102 : Regarding communication after hours, there is no communication available to the public at a time of emergency. I propose that signs similar to those found on the main highways in -Mass . instructing tele- phone users to dial Star SP be placed on each parking area. #104: Regarding water rescue emergency, it is ray hope that a member of this department be requested to participate in the planning pro- cess, NICK v: The responses will be seat to the committee wherever we in- dicate agreement that is already adopted into the plan. #86 : which indicates that oars without town stickers would be allowed on Great Oak Road to access the rest of the state propert , however, parking would be permitted for only recreational uses such as fishing trail hiking, etc. SANDI : This is incorrect.
