B. <br /> Januar7 3 , 1996 <br /> Page 3 <br /> II REVIEW OF DEM' S MANAGEMENT OF BEACH FACILITY - SUMMER 19 <br /> 3.0 Unauthorized use of over-the-sand vehic les : (continued) <br /> Bill Martiros reported that he found -there were paths <br /> over the dunes that went form the Town Beach up to the <br /> State Beach, From that path, there was one that went <br /> down to the parking lot. - Then, 'there were paths made on <br /> each side of .the handicap access to the beach. People <br /> will take short-cuts and they .kep chipping away at the <br /> dune. Bill' s recommendation was that they block those off <br /> so that their .cannot b e used. Bathers were also sunbathing <br /> on top of the dunes . - {Block those off and have f r e q u t <br /> signs stating "Keep Off .the Dunes" . . <br /> . Bitter control was also discussed,' <br /> The consensus was that DEM should be congratulated fox` a <br /> j b well done. <br /> Morris Kir ner also congratulated Richard Fleming for having <br /> done a superb job as a one-man- operation in ' supervising 'the <br /> new state Keach. <br /> II DISCUSSION RELATIVE TO TOWN REJECTING EXCHANGE OF BEACH; <br /> M. Kirsner explained that therb had been a majority -vote <br /> in favor o the exchange. We learned just prior to the vote <br /> that it. would require a two-thirds' <br /> wo -thirds, vote. ' Mr, Kir ner stated <br /> that he had discussed the M' atter with Town c uhsel. <br /> The town has had under the agreement, . .five years from the <br /> date of completion of construction of the f cilit r which was <br /> July 1995 . 'therefore they have four'_ gears- and several months <br /> within which to rnew that request, 'if -in fact they wish to. <br /> There is a strong indication they.-will, , <br /> IV ATTENDANCE BY MEMBERS OF MEETINGS IN BOSTON WITH DEM OFFICIAL <br /> W.. Woods brought up the ,issue that she felt there may .be meet- -. <br /> -. <br /> ings .in Boston where -the members were n t ' being .notified until <br /> after the fact. She -f It that she was not involved enough with <br /> what was going on in the committee. <br /> M. Kirsner explained that there have been issues that have come <br /> up that required the attendance of ,thr.ee or four' members - f DEM. <br /> Morris explained that he alwa r -ehc u 'aged -the meetings to- be <br /> held in Mashpee be'caus'e that is where the advisory .committee <br /> members were. ' There were times when DEM was faced with a cer- <br /> tain issue, and Morris Kirsn r, as chairman was invited just <br /> to get a view of what was going on, He then reported back 'to <br /> the committee. Then the committee has met for discussion. <br />
