1 <br /> SOUTH CAPE BEACH <br /> APRIL 30f 1996 <br /> PAGE FOUR <br /> V DISCUSSION C GATE AT WILLS WORK ROAD : <br /> Morris read to the meeting a letter from Bruce McHenry who <br /> stated how he felt this problem . should be handled: <br /> "Wills Work Road should be gated at all times, In <br /> my experience in parks, - a closed and locked gate <br /> 's-respected by most visitors, The gate should <br /> only be opened long enough for authorized key -holders <br /> to pass. ' A key control sir s tern should be used, if <br /> it isn' t already, using numbered keys and a card- <br /> file of users. A double Look system would allow <br /> the Park staff, Police, and Fire to use one .lock <br /> and other users the -second lock. The users lock <br /> should be changed every three months to avoid un- <br /> authorized copying of keys. This can also be done <br /> using changeable cores and is less expensive. This <br /> control should be administered tered y the Park Staff. <br /> Of course the SCBSPAC (Committee) should be 1 s ud at <br /> least one key. " <br /> Discussion by the sportsmen present relative to the various <br /> incidents which have occurred and potential resolutions: <br /> One of the representatives of .the spits en suggested that <br /> the Police Logs should be available at the next t r eeting. it <br /> was suggested that if there was damage to the state property, <br /> a report should be filed even 'f the person who was responsible <br /> for the damage was unknown. <br /> M. Kirsner asked Chris Gault to have Dick Fleming present at <br /> the next meeting to see if we cannot arrive at some solution. <br /> Discussion of issue of liability for volunteers. <br /> Discussionof gate being left open.. <br /> M. Kirsner a lained that as he saw it, we would need a group <br /> f dedicated volunteers who work with DEM, work with the <br /> general public , so that here would be a mutual understanding* <br /> Steve Cairos, a Mashpee resident stated that one of our retain <br /> concerns is access to public properties. When kids are out <br /> of school, parties go on. Simple solution, "Call the Police"' . <br /> We want to keep this type of properties open to attract tour- <br /> ists in the summer. <br /> Discussion relative to illegal dumping. <br />
