{
SOUTH CAPE BEACH
APRIL 30F 199
PAGE 'THREE
Iv DISCUSSION OF 10A SITE: (Cont# d
Bill martiros raised the point that the verbiage in the
pertinent paragraph in the agreement stated that the handl- .
capped would have use o .the area "between sunset and sun-
rise" . Bill stated that dick not .make sense.
M. Kirsner stated that Bill' s point was well made. That
should be amended.
Discussion followed relative to reasonable access and parking.
M. Kirsner explained that that was going to have to be resolved
with DEM. There was no point in prodding the town with a 10A
site without reasonable access to it. We will. ask '.for . a rep-
resentative of DEM and we will have a discussion.
V DISCUSSION of GATE AT WILLS WORK ROAD
M. Kirsner explained that he understood there was a problem
with this gate the problem originating from complaints by .
the neighbors of many -incidents in the area; f ices , noise,
vandalism, breaking and entering. ' This matter' has been be-
fore the committee several times and efforts have been rade
to try to balance the interests of the residents and those
who have been using the gate. Tp until this particular time
no balanced solution has been reached.
Morris i.asked Chris Gault to rake her recommendations.
Chris reminded the group of the vandalism of the Hall douse,
fires, i.11_egal dumping, driving on the wetlands , people har-
vesting endangered species. Christine explained that their
responsibili-ty was to protect that resource. The problems
seem to only happen at night from about April into the summer.
They were trying to devise a system to protect the resources ,
and still, allow the people to use the site. Off-season they
had very limited staffing.
Christinq explained that the gate had been open all. winter,
but there was another group of residents who were pushing
to close the gate' so that they would not have the misuse
of the place.
Therefore, they were stuck in this management issue. The
neighborhood association has expressed some interest in
undertaking the role of opening the date in the morning
and closing it at night. They were provided with a volunteer
form to sign in order to do i t. They were not comfortable
with that since they felt they would be left with too
much liability.
