Kirsner explained that in the course of the previous meeting, there had
been discussion relative to legislation being in existence which made re
ference to any state-owned lands previously acquired prior to the date of
legislation, perhaps being open to hunting asp a matter of right. It was
a matter of great concern to the committee to know in which direction to
proceed.
{
Mr. Kirsner explained that this committee had no adversity to the principles
of hunting. • The committee had a responsibilitythat was given to them in
the 1981 Agreement, to make recommendations that were consistent with the
purposes of the agreement and also consistent with the Best interests of
the public,
Chm. Kirsner' explained that. he had read the recent leg 1.sla i n. He sought
the opinion of Town Counsel. The opinion stated: "The committee retains
the right to proceed as they have in the past. Mr. Kirsner ner had a written
copy of Town Counsel's opinion and offered it to the audience of hunters
for the purpose of- making copies if they so chose.
M. Kirsner also discussed the above matter with Nick vont slides, Counsel
for DEM. Nick's initial opinion was that the legislation does, in fact,
mandate that we keep the premises open at all Mmes for the hunters*
However, he was not sere that he was correct.
