{
SCB
ACTT 12 1998
PAGE FOU
Iv DISCUSSION of EJB-COMMITTEE REPORT : (Cont ' d)
"The fact of the matter is that the Town Beach has gotten
closer and closer to the parking lot.* the whole beach system
is migrating landward , which moans the water- is coming up.
I understand the pitch is away, and landward on that fac it ity
The problem is , in storms , the oerwah hits up against the
front of the parking lot , goes over the parking lot , and comes
right back, "
" Bruce and I went to the beach, on June 271, 1998 . It started
to rain when we were there. At that point , we saw major gullies .
One of the major gullies was right along, the beach nourishment
area that you had to- protect , It was on both sides . That changes
depending on the conditions ; it changes all the time. "
"The fact of the matter is , we question what is going on in terns
of the regulations and the review, We are Pointing out , this
facility is on the ptimary dune. ghat happens to that system,
is going to affect what goes on behind the parking lot , the marsh ,
and eventually the uplands , We had hoped this would be an impetus
for an exchange. tv
"When we talk about construction , we are not talking about expan-
sion . We are talking about the actual act of taking those rocks
that have sunk off , and rebuilding the area that was eaten away.
I believe you will admit that about ten feet was just gone , "
"The parking lot was completely repa.ved. It looked beautiful .
Rocks were put in place so the vehicles could not drive- on the
beach. Within two or three months during the winter storm, those
rocks went #spoof" and the beach was gouged out right in front of
the parking lot , which made it collapse . "
"What we are talking about are the foreseeable events of destruc-
tion to the parking lot , and the construction necessary to maintain
it . We just wonder , how is this possible , and is the town facing
acatastrophe? If that facility is completely washed away , I don' t
think. the Town can simply go to the State and say , "Xe are taking
over your facility '
"We have a five-year window to made that exchange. If we do -not
de it , I think the town may be out of a town beach . "
M. Kirsner stated , "I think when you make comments about the ques-
tion of repairing the current town beach, the point is well taken.
If it can be repaired, who would want to make th,e exchange? I
think that is a valid issue . "
Greg Taylor again expressed his ' disappointment that someone
would not do more due diligence before preparing something like
this report .
