In that letter the selectmen essentially agreed to <br /> some restrictions that the - Department of Environmental Management <br /> rexuested which are: "The site be -used for passive recreation <br /> only consistent with the current use of the park., com fiance <br /> with. the current environmental regulations; the site will be open <br /> to the general public without exclusion, not lust Town residents; <br /> anyone can use it, Access to non-notorized boats such as canoes <br /> and kya ks will be welcome -there <br /> Mr. Kirsner asked if he may. interrupt and- explained: That letter <br /> reflected what Mr. Kirsner had written to the selectmen for their <br /> consideration to be drawn because it had been requested by <br /> ommissione'r Webber, <br /> Rep, Patrick stated that he {wanted to Mand out exactly twat the <br /> comm-itte had planned for the area, <br /> Mr. Kirsner explained that originally, according to the Agreement, <br /> the 10 acre -site was supposed to be "used as a Town boat launching <br /> facility. Then, in 'the 'past, before Rep. Patr.icl came on- the <br /> scene,, , Nick Vontzalides Stated that that should be eradicated. <br /> Its intended use at this time was for p :ss-i recreation <br /> for swimming, for hiking, fnor trails', birdwatchi , etc, and it <br /> was open to the gen rayl public . There -will be no�motorized <br /> boating. <br /> The issue of hunting came up on the 1981 Agreement some years ago. <br /> After discussions with counse-1, it was agreed that hunting was <br /> not a passive recreation, and therefore, had to come before the <br /> committee each year for the - committee' s approval .- The entire <br /> purpose of the origindl legislation which directed the land to <br /> be taken by. eminent domain, was that it be used for passive <br /> recreation, and not be devel p d in any particular way' because <br /> of the -natural resources on that particular land. There was no <br /> construction considered at all. The only construction that <br /> could be considered- would be a building which will be discussed <br /> later which was in the original aqreement, and was planned to -be <br /> used for town artifacts , etc, To improve the access -reads to make <br /> therm safei, and to provide sufficient area for parking. That is <br /> a obligation of DEM, n appropriate access road will be pro- <br /> vided by the department. <br /> Mr, Patrick explained that he was looking- art the budget. It was <br /> goi- g to be tough to come up with money to do any kind of con- . <br /> struction in -the foreseeable future. <br />
