The minutes
will be amended for approval at the meeting on July 18, 2006.
3. Discussion of the Proposed William Martiros Letter for Distribution to State Officials.
Joyce Mason stated that Town Counsel Patrick Costello had presented the letter to the State
Attorney General for his comments. Based on his discussion with the A.G., Mr. Costello does not
recommend issuing the letter at this time, stating that he believes it is too premature for
consideration by the Commonwealth because the Town really does not yet know what the Tribe's
agenda items include.
Joyce Mason stated that the Town's first meeting with the Tribal representatives is scheduled for
July 241h, 2006. This will be an off-the-record kind of discussion. The Tribal representatives have
stated that the preservation of the waterways is one of their main issues, but it is not known
exactly what this means, and how it relates to the South Cape Beach State Park.
Joyce Mason stated that the Town does have a strategy in place, which is confidential at this
time. In broad terms, the Town knows what it can and wants to give, and the Town knows what it
wants to keep. The Town is not willing to give up the South Cape Beach State Park. When
negotiations get to the point where the State Park is an issue, the South Cape Beach State Park
Advisory Committee will be involved in the negotiation discussions. Joyce stated further that the
Selectmen are being well guided, they are receiving expert advice, and the Selectmen are going
to make sure that the interests of the citizens of Mashpee are going to be protected.
Joyce Mason stated that the Town's negotiation team is comprised of two Selectmen, Town
Counsel, and herself.
1
