PAGE THREE <br /> II LEGISLATION: <br /> There was a new bill prepared. That bill was heard Monday, <br /> before the Pre--legislative Committee. <br /> Mr. Kirsner explained that originally there was opposition <br /> from Sen. Diane Wilkinson. She did not want the bill to go <br /> forward, and Nick testified. In any event, the bill is going <br /> into executive session. The bill can be reported out for <br /> Legislative action, but it will be an oral vote. Or, they <br /> can bury it by putting it in for study. <br /> Rep. Patrick during the time from now on, had to make contact <br /> with House Speaker, Finneran, and get together other political <br /> people to make sure that this can be moved forward for legislative <br /> vote. <br /> Mr. Kirsner explained that the reason this bill had not moved <br /> out quickly was because this bill in language , particularly <br /> the language that "this bill be for no compensation, whatever" . <br /> The language does not strictly comply with the present rules <br /> and principles of our legislature. <br /> A policy was adopted by the DEM, by the Commission of Capital <br /> Investment whereby any piece of land owned by the Department, <br /> in order to be sold or transferred must be for compensation, <br /> and therefore, must be an appraisal. Based upon Section IV, <br /> if there is no compensation, an appraisal will be required. <br /> Rep. Patrick has a huge responsibility to try to get Rep. <br /> Finneran to go along with the bill with this type of language <br /> in it. Rep. Patrick appears to be making every effort to move <br /> this along. <br /> Mr. Kirsner stated there would be no action on this bill until <br /> the Fall of this year. There is nothing further the committee <br /> can do. Our position is firm. Our position is established. <br /> At aur meeting in July, Mr. Kirsner will appoint a sub- <br /> committee and also at our July meeting, Mr. Kirsner perhaps <br /> will have further information relative to the bill being for- <br /> warded. <br /> Discussion: <br /> Mr. Kirsner summarized: What is happening here in essence is : <br /> We have a new bill; we are making progress ; the Town and the <br /> Dept. appear to be working in cooperation with each other; <br /> the committee has done all it can do up to this point. Now, <br /> we have other responsibilities such as are raised by this bill. <br /> Having no further business before it, the meeting adjourned <br /> at 7: 00 p. m. <br /> Respectfully submitted, <br /> Barbara Gannon, Board Secretary <br />
