10 <br /> Community Preservation Committee <br /> Minutes <br /> November 15, 2018 <br /> Applicant: Leila Botsford, Mashpee Housing Authority_ <br /> Proposal Title: Housing Assistance Program II: $330,000 (3 years <br /> CPC member Mary Waygan stepped down and recused herself from participating in the above <br /> referenced discussion. <br /> Leila Botsford, Executive Director of the Mashpee Housing Authority reviewed the request to <br /> continue the Housing Assistance Program for another three years, an award of$330,000 or <br /> $110,000 per year. <br /> The current program is due to expire in June of 2019. With CPA funding the program to assist <br /> Mashpee residents with ongoing short term rental assistance, one-time assistance for <br /> first/last/security deposits, one-time emergency assistance for rent and mortgage assistance for <br /> short term. <br /> Mrs. Botsford indicated the need for assistance is extremely high especially in short-term rental <br /> assistance, the most used portion of the program. The continuation of the program would start <br /> immediately if it is supported with the use of Community Preservation Act funds. <br /> Approximately 40 Mashpee families are sewed over the three year period. All applicants are <br /> interviewed regarding income, assets, household and rental situations. After review, goals are <br /> set for future self-sustainment. In the rental assistance portion of the program, housing <br /> assistance provides funding (over the 30%) the applicant cannot achieve for rent. Payments are <br /> made directly to the landlord. A one to two year limit is set on funding. If program goals are <br /> not met,the applicant is removed from the program. Rental assistance is a one-time offering, <br /> and 40 new families are projected to gain assistance from the continuation of this program. <br /> Additional program offerings include the one-time assistance for those behind in rent and <br /> mortgage payments, and for first, last and security assistance, monies paid directly to the owner. <br /> The tenant is required to reimburse the program for these expenses. However, many applicants <br /> do not provide payment. The matter goes directly to court for judgement. When loans are repaid <br /> funding is returned to the program. The success rate is approximately 50% with loans. This has <br /> been a difficult aspect of the project. <br /> It was noted the new Housing Assistance Program application funding request is the same, but <br /> the management fee has increased to $8,000 per year to handle the demands of this program. <br />
