3 <br /> Community Preservation Committee <br /> Minutes <br /> November 15, 2018 <br /> Present: Andrew Gottlieb, Dawn Thayer, Brian Hyde, Richard Halpern, <br /> Mary Waygan, Tony Pizzo, David Harsch <br /> Absent: Ed Larkin, Chad Smith <br /> Meeting Called to Order by Chairman Gottlieb at 7:00 p.m. <br /> Mashpee Town Hall, Ockway Bay Meeting Room <br /> MINUTES <br /> Thursday,,November 8, 2018 Regular Session: The minutes were deferred to the next meeting. <br /> PUBLIC COMMENT—None at this time. <br /> APPOINTMENTS AND HEARINGS <br /> Review ofApplications proposed for Ma 2019 S ecial Town Meeting; <br /> The Community Preservation Committee continued their review of CPA project applications <br /> considered for approval at the May 2019 Special Town Meeting. <br /> Applicant: Affordable Housing Trust - Transfer of Funds to Affordable Housing Trust - <br /> $300,000: <br /> Wayne E. Taylor, Assistant Town Manager was in attendance with Carol A. Sherman, Chairman <br /> of the Affordable Housing Trust and Chairman of the Board of Selectmen to review the proposed <br /> transfer of Affordable Housing funds to the Affordable Housing Trust. <br /> Under the Community Preservation Act a member town may vote to appropriate from <br /> Community Preservation Act funds, monies from the 10%Affordable Housing Reserve and from <br /> the Undesignated Reserve, Community Preservation Fund or Budget for Appropriation Reserve <br /> monies to create and preserve affordable housing. Subject CPA appropriations are submitted to <br /> the mandates of the Act. <br /> A revised application was presented to the CPC in request of$300,000 in CPA funding. To goal <br /> of this project is to allow for a more efficient procedure to enable the acquisition and subsequent <br /> development of affordable housing projects in the Town of Mashpee. <br /> With respect to the proposed transfer, it was revealed the statute was recently modified to require <br /> the adherence of mandates limited to the original purposes of the Community Preservation Act, <br /> and that an Agreement be executed between the Community Preservation Committee and <br /> Affordable Housing Trust upon legislative(Town Meeting) approval. <br />
