4 <br /> Community Preservation Committee <br /> Minutes <br /> November 15, 2018 <br /> Applicant: Affordable Housing Trust- Transfer of Funds to Affordable Housing Trust - <br /> $30000: (cont'd) <br /> The application proposal requests $150,000 from the 10%Affordable Housing Reserves and <br /> $150,000 from unencumbered reserve funds to bring forth a total request of$300,000. To <br /> appropriate funding to the AHT, an application is required annually for CPA funding. <br /> It was disclosed the Affordable Housing Trust in an effort to streamline the process voted 6-1 to <br /> amend the project application to $300,000 requesting $150,000 from the 10%Affordable <br /> Housing Reserve and the remainder from Undesignated Funds or from the Budgeted for <br /> Appropriation Reserve for the purpose of affordable housing. <br /> It is anticipated the Affordable Housing Trust would re-apply to the CPC on an annual basis for a <br /> minimum of 10% in funding to support the affordable housing initiative. <br /> With the support of the CPC an article would be drafted with the wording this is a one-time <br /> transfer of$300,000 with the expectation the AHT would request annual CPA funding, <br /> approximately 10% for the purpose of affordable housing. <br /> The application is supported by the Town Manager's Office, the Affordable Housing Committee <br /> and Planning Department. Currently, 5.2% of Mashpee's dwelling units reside on the Subsidized <br /> Housing Inventory. The goal is to be more proactive and achieve an inventory of 10% in a more <br /> efficient and streamlined process. <br /> Applicant: Mashpee Public Library <br /> Preserving Our Past: Digitization of the Mashpee Enterprise News a er: $50,3.50: <br /> Librarian Kathy Mahoney was tunable to attend this meeting. Carolyn Savage, Assistant Library <br /> Director was present on behalf of the Mashpee Public Library to request CPA funding to support <br /> the digitization of the Mashpee Enterprise weekly newspaper from the start of its publication in <br /> 1994 to the present. The funding request is $50,350. <br /> Permission was received from William Hough, publisher to develop a data base that would <br /> create a permanent archive with continued and future growth. Digitization to an online archive <br /> will preserve this valuable historic resource while making it easily accessible and searchable. <br /> The process is popular with many libraries digitizing newspapers. Currently, the Mashpee <br /> Library has archival copies of the paper. However, it is difficult to research requests from <br /> genealogists and others. <br />
