6 <br /> Community Preservation Committee <br /> Minutes <br /> November 15, 2018 <br /> Applicant: Catherine Laurent, Department of Public Works <br /> Proposal Title: Mashpee Middle/High School Running Track Reconstruction: TBD: <br /> Catherine Laurent, Director of Public Works presented an application to the CPC for funding <br /> consideration at the May 2019 Special Town Meeting. The goal of this project is to replace the <br /> 6-lane 400 meter synthetic running track at the Mashpee Middle/High School. The track has <br /> been in existence since the construction of the school in 1996. Deterioration to the track surface <br /> has caused hazard conditions for use. <br /> The track is utilized on a year-round basis by the Mashpee Schools and general public. The <br /> proposed budget has not been finalized as the project is tied in with a Capital Improvement <br /> Program (CTP) to replace the stadium field with artificial turf. The total proposed project for the <br /> turf field and running track reconstruction is $1.5 million. CPA legislation specifically prohibits <br /> the installation of artificial turf with CPA funding. In consulting Town Counsel regarding this <br /> project it was determined the CPA mandate applied to artificial turf does not restrict the ruining <br /> track reconstruction project from CPA funding. <br /> The reconstruction of the running track is estimated to cost up to $500,000. With CPA funding, <br /> design would begin immediately to allow for construction at the start of the summer school <br /> vacation. The life expectancy of this project with an asphalt surface is 20 years. <br /> In October of 2007 CPA funding in the amount of$69,300 was granted for track resurfacing. <br /> It was noted that most of the damage to the track lies within the entrance and end zone. It was <br /> suggested that matting be used to protect the track from usage and cleats marring the surface. <br /> If the application is considered by the Community Preservation Committee it was agreed that a <br /> placeholder would secure this project on the warrant until CIP deliberations have been finalized <br /> and definitive costs have been secured. The deadline to place articles on the May warrant is <br /> February 11, 2019. <br /> Discussion followed with respect to proposed projects before the CPC and the ability of the <br /> Department of Public Works to assist with their construction. Ms. Laurent indicated that most of <br /> the work associated to the Attaquin Park Improvement project would be contracted; this would <br /> include the construction of the basketball court and shade structure. The DPW would assist with <br /> site preparation. With CPA funding for this project, the basketball court would be completed <br /> prior to the beach season. The playground and shade structure if received at a later date would <br /> not interfere with the beach and its users. <br /> With regards to the War Memorial project, the involvement of the DPW is uncertain at this time. <br /> The DPW may assist with possible site work. The construction, paving and monument would be <br /> contracted items. At this time, the DPW does not have the ability to commit to the Community <br /> Garden project. Therefore, all construction monies are in the current application for CPA <br /> funding. <br />
