7 <br /> Community Preservation Committee <br /> Minutes <br /> November 15, 2018 <br /> Applicant: Diocese of the Armenian Church <br /> Proposal-Title: Property Acquisition for Affordable Housing: $125,000: <br /> The applicants, David and Andrea Barber were not in attendance. <br /> Evan Lehrer, Town Planner discussed the adequacy of purchasing the property for affordable <br /> housing identified on Assessor's Map as 79-13A-0 located at 646 Old Barnstable Road, <br /> Mashpee. The goal of the project is to offer the property to the Town of Mashpee to make a <br /> difference in the affordable housing crisis granting existing Mashpee residents and/or employees <br /> to receive preference for the units once developed to remain affordable in perpetuity for future <br /> generations. <br /> The 3.1 acre parcel is located in the F-5 Zoning District, and located in the Groundwater <br /> Protection District in a Zone 11 Recharge Area. Mr. Lehrer indicated that approximately 1.9 <br /> acres is available for development. The remainder of the land is situated on an electrical <br /> easement. Although the parcel in its entirety is not feasible for development, all acreage would <br /> be accounted for in terms of septic. Conceptually, multi-family rental units are considered; 13 <br /> bedrooms within. 138,000 square feet (1 bedroom per 10,000 sf). If a denitrification system was <br /> installed, the number of bedroom units could potentially increase. <br /> A brief discussion followed with regards to easements if the development was to tie in with the <br /> high school. <br /> Applicant: Andrew McManus Conservation Department <br /> Proposal Title: Conservation Land Restoration, Upper Quashnet River: $320,000: <br /> Andrew McManus, Conservation Agent reviewed the application of the Conservation <br /> Department for CPA funding to restore the Upper Quashnet River system and associated bog <br /> complex; 26 acres in size surrounded by the John's Pond Conservation land, property owned by <br /> the Conservation Department. This property is a part of the Mashpee National Wildlife Refuge. <br /> Mr. McManus gave a brief history of the aquifer and cranberry bog project contaminated by the <br /> FS-1 fuel spill and EDB fuel additives emanating from the base. Over the years this area has <br /> been heavily degraded from manmade activities, including the clearing of white cedar swamps <br /> and river diversion for shingle mill construction and cranberry bog farming. <br /> To protect the Quashnet River from contaminated surface water, a 4,000 linear earthen berm was <br /> created as part of the clean-up efforts. Almost immediately after the berm was constructed along <br /> the river's edge, it began to sink. As a result of the berm failure an entire section of bog <br /> separated into the middle of the Quashnet River leaving a tremendous amount of bog,peat and <br /> silt into the river, degrading the entire section of river. This has resulted in the destruction of <br /> brook trout habitat and reduced water flow. <br />
