*APPROVED December 5, 2018* <br /> Capital Improvement Program Committee <br /> Minutes <br /> December 6, 2017 <br /> 3 <br /> Replacement of 1997 ITG Loader 3 Year Lease/Purchase Total Funds: $210,000 <br /> (FY19-$75,000, FY20$67,500, FY21-$67,500) <br /> Ms. Laurent reported the Town currently owns one front end loader that is used for road <br /> construction, loading of trucks and snow & ice operations. Replacement of the front end loader <br /> has been proposed for several years, before it breaks down and requires more costly repairs <br /> and leaves the DPW without a working loader. The loader had extensive repairs performed in <br /> bath 2013 and 2014. The emergency brake and air conditioning are no longer functioning and <br /> the condition of the cab is poor. Smaller repairs are becoming more frequent due to salt <br /> exposure. The loader currently has 10,193 hours on it. The existing loader would be kept as a <br /> backup but not for regular use and no significant money would be spent on repairs. <br /> Mr. Collins indicated that this item was consistent with the FY 2018 CIP request that was <br /> deferred by the CIP committee to FY 2019. <br /> Mr. Gasior stated that the loader should be kept as backup and not used as a trade. <br /> Replacement of 2003 Ford Ecovan Purchase Total Funds: $30,000 <br /> Ms. Laurent indicated that the current 2003 Ford van was transferred to the DPW from the <br /> School Department in July of 2008 and it has over 120,000 miles on it. The vehicle is used daily <br /> to transport equipment, supplies and the three custodians assigned to cleaning the nine Town <br /> buildings. Regular preventative maintenance has been performed on the van but there is now <br /> significant rot and rust on the undercarriage/frame. The driver's seat is in disrepair and it is <br /> unlikely the van will pass the annual state inspection next year. The existing van would be <br /> offered as a trade in the purchase of its replacement. <br /> It was noted by the Chair that this item was consistent with the FY 2018 CIP request that was <br /> deferred by the CIP committee to FY 2019. <br /> Mr. Collins asked whether a cargo van or passenger van is better suited for this use and Mr. <br /> Gottlieb suggested that perhaps a minivan with several seat options would be more <br /> appropriate than the traditional van. Ms. Laurent said she will explore options that have seating <br /> for three, enough room for the equipment and the ease of moving the equipment in and out of <br /> the vehicle. Mr. Taylor suggested that perhaps a van such as the Chrysler "Stow 'n Go" would <br /> be more properly suited for this purpose. Mr. Gottlieb stated that an all-wheel or four wheel <br /> drive vehicle should be specified rather than a rear wheel drive one. <br />
