*APPROVED December 5, 2018*
Capital Improvement Program Committee
Minutes
December 6, 2017
4
APPOINTMENTS & HEARINGS (con't)
Department of Public Works (can't)
Replacement of 1996 Vermeer Wood/Brush Chipper Purchase Total Funds:$60,00D
The DPW Director explained that the DPW does all of its own chipping, it is not contracted
outside. This is replacing a 20 year old piece of equipment. Mr. Gasior asked if the DPW runs
two crews at one time and an outside contractor. Ms. Laurent explained that they do run two
crews "in house" and an outside contractor is not cost effective. Mr. Gottlieb added that when
using outside contractors the Town would have to compete with others for their time. Mr.
Collins asked if the Town would receive more money if the old chipper was traded in or more by
auction. Ms. Laurent replied that the old chipper isn't a good candidate for a trade as parts
cannot be purchased. Mr. Gasior asked if it would be possible to sell the equipment on eBay.
Mr. Collins said that is an interesting concept and asked the Assistant Town Manager to look
into that possibility.
Re lacement of 2000 CAT Skid Steer Purchase Total Funds:$55,00D
The current Skid Steer is proposed to be traded for a new Skid Steer and it is used for snow
clearing on sidewalks, field and beach maintenance.
Assistant Town Manager Taylor asked if the current attachments for snow clearing and beach
maintenance could be used with the new equipment. Ms. Laurent said that more than likely
they will not as the equipment is almost 18 years old, but this possibility will be looked into.
Replacement of 2011 Ford F-350 Purchase Total Funds:$45,000
The DPW Director stated that this purchase is consistent with the CIP plan to replace vehicles at
the DPW. Mr. Gottlieb asked if this is the vehicle that the mechanic drives. Ms. Laurent said it
was. Mr. Gasior followed up by asking if that made it less susceptible to salt damage. Ms.
Laurent responded that it did not. Mr. Gottlieb stated that the vehicle being replaced only has
approximately 80,000 miles on it. Both Mr. Collins and Ms. Laurent answered that they are
"tough, hard" miles. Mr. Gasior asked if the current vehicle would still be part of the plowing
fleet. Ms. Laurent said that this vehicle has no plow. Mr. Collins stated that this particular
vehicle was originally a part of the Town Hall fleet.
