*APPROVED December 5, 2018*
Capital Improvement Program Committee
Minutes
December 6, 2017
5
Planning& Construction FY2019 Budget: $175,000
Catherine Laurent, Director of the Department of Public Works presented the Planning&
Construction Committee's budget of capital requests for fiscal year 2019, there are no prior
year obligations for the Planning & Construction in the CIP.
Flooring Replacement Total Funds:$50,000
Ms. Laurent stated that this proposal is to continue replacing the flooring in six or seven rooms
per year. She also stated that around one third of the classrooms at the high school of been
completed.
Storage Garage at the Department of Public Works Total Funds: $125,000
The DPW Director detailed the proposal for the members of the CIP Committee. The DPW
currently does not have storage for the equipment on the DPW property and it is suggested
That a small metal building be constructed there to accommodate some small equipment, offer
a space for "small construction" and other work. Mr. Gottlieb asked if this would house any
snow removal equipment and Catherine Laurent responded only small equipment. Mr. Gasior
asked what material would be used to construct the garage and Ms. Laurent said it would be
metal siding with a wood frame. Mr. Gottlieb asked where on the DPW site the building would
be and the DPW Director stated it would be near the salt sheds. Mr. Gottlieb asked if two small
structures should be built or one large one and Ms. Laurent answered that it would not be a
significant difference. Mr. Collins said we should look into the cost savings if the Town were to
construct both at once or build a larger facility. Mr. Gottlieb asked if this is an urgent, pressing
matter. Ms. Laurent said that the equipment is unsheltered three hundred and sixty-five days a
year. The Town Manager added that sometimes extremely cold equipment is not functional.
Catherine Laurent indicated that the smaller project is doable for fiscal year 2019 and the larger
project originally proposed last year could possibly be done post fiscal year 2020. Mr. Collins
expressed his support to move this project forward. Mr. Gasior asked what size the building
would be and was answered that it would be thirty six feet by sixty feet. Mr. Gottlieb inquired
as to when the construction would be completed and the DPW Director said before the winter
of 2018-19. The Town Manager questioned if the structure would have sliding doors and if it
were to able to be secured and was assured it will be. Also, what is the breakdown of the
building costs Ms. Laurent answered that it would be about sixty thousand for building and
sixty-five thousand.for the electrical, etc.
