*APPROVED December 5, 207.8* <br /> Capital Improvement Program Committee <br /> Minutes <br /> December 6, 2017 <br /> 6 <br /> Planning & Construction fcon't) <br /> Discussion of proposals for projects after 1=Y 2019 <br /> Mr. Gottlieb had comments about the following: <br /> • Artificial Turf at the high school- Low priority (Mr. Collins stated also that insurance <br /> rates go up due in part to the problem of disinfection of the surface) <br /> • Septic System at Town Hall —this is a short-term solution, should be looking to tie into a <br /> wastewater treatment plant or other solution (Currently, the Town Hall has a cesspool) <br /> Mr. Taylor asked about boiler replacement proposed in FY 2022, did it include air conditioning <br /> and would we get significant National Grid rebates. It did not include AC nor would large <br /> rebates be received. <br /> Mr. Gottlieb asked for clarification on the verbiage about the Ockway Bay boat ramp <br /> parking/site improvements and the DPW Director stated that it is a "placeholder" for a building <br /> at the site. <br /> Department of Natural Resources FY2019 Budget: $50,00 <br /> Richard York, Director of the Department of Natural Resources presented the Natural <br /> Resources budget of capital requests for fiscal year 2019, there are no prior year obligations <br /> for the Department of Natural Resources in the CIP. <br /> Harbormaster Boat Total Funds:$50,000 <br /> Director York stated that the fifty thousand dollar number is a maximum request. The Town <br /> Manager said that the boat would be funded by a warrant article at the May Town Meeting, <br /> possibly the Special Town Meeting, to use funds from the Waterways Account. Mr. Gottlieb <br /> agreed. Mr. York advocated for a boat that could be used for enforcement so it would require a <br /> large motor. Mr, Richardson agreed. Mr. Gottlieb asked if we would be adding staff. Mr. York <br /> replied that we have the staff. Mr. Collins said that the Waterways Commission has been <br /> notified of this possible expenditure and wants to be sure that the dollar amount proposed <br /> covers not only the boat and motor but all equipment required for this type of use. <br />
