Taylor, Assistant Town Manager; Fire Chief Thomas Rullo; Deputy Fire <br /> Chief John Phelan; Information Technology Director David DelVecchio; <br /> Meeting Called to Order by Chairman Collins at 3 p.m. <br /> Mashpee Town Hall, Administration Conference Room <br /> Fire Department FY2019 Budget: $625,000 <br /> Fire Chief Thomas Rullo presented a budget of capital requests for fiscal year 2019, there are <br /> no prior year obligations for the DPW in the CIP. <br /> Engine/Tanker Tota!Funds:$'350,000 <br /> Chief Rullo stated that this request is to replace the current vehicle that was purchased in 1980. <br /> There are still parts of Mashpee without a sustained water supply so a vehicle of this type is <br /> required. The Town Mechanic is concerned about the amount of rust on the body and also the <br /> availability of parts to repair the engine. The Department is looking at a Tanker/Tender type of <br /> vehicle which can be purchased for much less money but still provide the service required. It <br /> would be cost effective to replace this item rather than to repair it. <br /> Selectman Gottlieb asked what percentage of Town buildings are not near hydrants and the <br /> Chief responded that he was not sure, but if there is not a hydrant or other water supply nearby <br /> this necessitates bringing in multiple apparatus and mutual aid if there is no tanker truck <br /> available. Mr. Rullo added that not every town on the Cape has this type of vehicle. Mr. <br /> Gottlieb inquired as to how many structure fires typically occur in Mashpee throughout the <br /> year. Chief Rullo stated ten or less structure fires in a year. Finance Director Dawn Thayer <br /> questioned about the difference between an engine/tanker and a tanker/tender and Chief <br /> Rullo has a smaller pump, tank and less equipment so this makes the cost go down. Also, <br /> Michael Richardson asked if we still needed an engine as well and Thomas Rullo explained that <br /> we now have a reserve engine. <br /> Ambulance Total Funds: $275,000 <br /> Chief Rullo detailed the history of the current ambulances and the Fire Department's plan to <br /> replace them. During fiscal years 2013 and 2014 the Town purchased three ambulances and <br /> they have proven to not be as robust as predicted and their maintenance needs are higher than <br /> anticipated. For the next generation of vehicles it is suggested that the Town purchase vehicles <br /> with a much heavier chassis and have an ambulance box similar to the ones already in use. The <br /> Town runs approximately 2700 medical transport calls per year, with an average of 30 miles per <br /> call. The three ambulances were driven combined over 53,000 miles in a one year period. The <br /> remaining ambulances are at 80,000 and 74,000 miles. One of the ambulances had a motor <br />
